About this file
This is a Questions and Answers document for a Colorado state contract opportunity (FY27, PMAA, 4231) for bottled oxygen and industrial gases. The contract requires bi-weekly delivery of filled Industrial Grade Compressed Oxygen Cylinders and provision and delivery of Argon, Argon mix, and Acetylene gases for one year from July 1, 2026 to June 30, 2027, with consumption varying based on demand. The contract includes four optional renewal years. The delivery location is the Chalk Cliffs facility (also referenced as Nathrop facility), which experienced 15-16 deliveries annually in recent years. No specific weight limits, height clearances, or gate access protocols apply to the delivery site.
The pricing structure allows contractors to either incorporate monthly or daily cylinder rental fees into the unit price per fill or include rental as a separate line item on invoices, with options for annual rental or cylinder purchase. The incumbent contractor is Airgas, which held the award from the previous 2022 bid cycle. Historical delivery data indicates consistent demand with 16 deliveries in calendar years 2023 and 2024, and 15 deliveries in the previous calendar year. The document addresses cylinder transition procedures, confirming that currently leased cylinders may be picked up after lease expiration or credited on a prorated basis if removed earlier to ensure supply continuity during vendor changes.

Q&A
1. Cylinder Transition Plan: In the event of a change in vendor, what is the State’s transition plan for the removal of the incumbent’s cylinder inventory and the installation of the new contractor’s cylinders? Will the State provide a 30-day window for this exchange to ensure no interruption in supply?
The currently leased cylinders can be picked up after the lease on them has expired or a prorated credit can be given if pickup is before that.
2. Cylinder Rental Pricing: The provided pricing sheet includes a field for "Price per Cylinder" for the gas fill. Should the monthly/daily cylinder rental fees be "baked into" this unit price per fill, or may the contractor include a separate line item for monthly rental on the invoice?
The contractor may include a separate line for annual rental or the possibility to purchase.
3. Historical Delivery Data: To assist with our logistics routing and fuel surcharge calculations, can the State provide the total number of delivery stops (trips) made to the Chalk Cliffs facility in the previous calendar year?
Last calendar year 15 deliveries, calendar year 2024 – 16 deliveries, calendar year 2023 -16 deliveries.
4. Site Access & Clearances: Are there any specific weight limits, height clearances, or gate access protocols that a standard industrial gas delivery truck (hazmat) must be aware of for the Nathrop facility?
None.
Additional questions on second page-
5. Item 3 details industrial argon exchange w/ 150 CGA, 300 cu.ft, AR 125.
a. AR 125 usually designates a 125 cu.ft. or S size cylinder. Since the detail shows both the 1125 and 300 we want to confirm which size is desired.
6. What is pricing from the current supplier for these 4 items?
This is the award for Airgas from the last time this was bid in 2022:
