About this file

This is a Bid Questions and Responses document issued by the Florida Department of Transportation (FDOT) for two related Invitations to Bid (DOT-ITB-26-3009-SC and DOT-ITB-26-3010-SC) regarding the procurement of deicer pellets and liquid deicer. The FDOT seeks to establish a 12-month contract for the purchase of 97% anhydrous sodium acetate deicer in bulk 1000-kilogram bags and smaller 50-55 pound bags, delivered on an as-needed basis to five operations centers (Midway, Milton, Marianna, Ponce de Leon, and Panama City) and six warehouse locations across North Florida. Technical questions were due by November 5, 2025, at 4:00 PM, with bids due electronically on November 12, 2025, at 10:00 AM. The public bid opening occurred on November 12, 2025, at 10:30 AM in Chipley, Florida, with the intended award posting scheduled for November 14, 2025, at 9:00 AM. The initial contract term is 12 months with a potential renewal option for up to an additional 12 months, contingent upon mutual agreement and satisfactory performance. Historical usage data from the past five fiscal years shows significant variation, with the most recent year (7/1/2025-6/30/2026) indicating 27,720 gallons of liquid deicer and 54 pellet super sacks consumed.

The FDOT specified that no alternative products will be considered; bids must comply with the stated specifications for 97% anhydrous sodium acetate deicer and potassium acetate as described in the ITB. Pricing must remain firm throughout the contract duration with no price adjustments permitted for raw material cost fluctuations in renewal years. A minimum order requirement of 15 bags per bulk load applies. The contract includes an in-state preference of five percent for Florida-based vendors competing against out-of-state bidders. Bidders must be actively registered in the Florida MyFloridaMarketPlace system, comply with E-Verify requirements, and submit required documentation including the Bid Price Sheet, In-State Preference Form, Vendor Certification Regarding Scrutinized Companies Lists, Ordering Instructions, and E-Verify documentation. All payments are subject to a 1% MyFloridaMarketPlace transaction fee, with payment terms specified as NET 30 as outlined in the Purchase Order Terms and Conditions. The contract is contingent upon annual appropriated funding availability, and the FDOT reserves the right to award multiple contracts and determine the lowest bidder based on the total price for each individual section.
