About this file

Summary

This document is a Bid Questions and Responses publication issued by the Florida Department of Transportation (FDOT) for two solicitations: DOT-ITB-26-3009-SC and DOT-ITB-26-3010-SC, covering deicer pellets and liquid deicer procurement. The FDOT will not consider alternative products or substitutions; bids must conform to specifications as written. The contract has an initial term of 12 months with an option to renew for up to an additional 12 months, provided the renewal period does not exceed the length of the original term. Historical usage data indicates highly variable demand over the past five years, ranging from zero gallons in some periods to 27,720 gallons in the most recent fiscal year (7/1/2025–6/30/2026), along with minimal pellet super sack usage consisting of 54 units in the most recent year.

Regarding pricing and payment terms, the FDOT will not entertain price adjustments in option years based on raw material cost fluctuations. Payment terms are NET30 as specified in Section 3 Compensation and Payment, Item B of the Purchase Order Terms and Conditions. Geographic coverage is divided across sections, with Sections A–D covering Midway, Milton, Marianna, Panama City, and Ponce de Leon, while Sections E and F expand coverage to include Lake City, Chiefland, Perry, St. Augustine, and Jacksonville. Contract terms incorporate standard indemnity, force majeure, and warranty language as referenced in PUR 1000 and Section 10 Warranty/Substitutions of the Invitation to Bid.
