About this file

This is a Bid Tabulation document from the Florida Department of Transportation (FDOT) for Invitation to Bid DOT-ITB-26-3009-SC regarding the procurement of deicer pellets. The FDOT sought competitive bids to establish a 12-month contract for the purchase of 97% anhydrous sodium acetate deicer in two delivery formats: bulk 1000-kilogram bags and smaller 50-55 pound bags. Delivery was required to five operations centers (Midway, Milton, Marianna, Ponce de Leon, and Panama City) and six warehouse locations across North Florida on an as-needed basis. Technical questions were due by November 5, 2025, at 4:00 PM, with bids due electronically by November 12, 2025, at 10:00 AM. The public bid opening occurred on November 14, 2025, at 10:30 AM at the FDOT office in Chipley, Florida. The intended award was posted on November 14, 2025, at 9:00 AM, with a posting window from October 27, 2025, at 9:00 AM until November 18, 2025, at 4:00 PM. The contract includes renewal options for up to three additional years upon mutual agreement and satisfactory performance, with pricing remaining firm throughout the contract duration.

Two bids were received: Cryotech Deicing Technology submitted a grand total of $37,530.00 for Section A and $3,202.00 for Section B, while Seneca Mineral Company submitted a grand total of $33,000.00 for Section A and $2,200.00 for Section B and was selected as the apparent awarded vendor. The award determination utilized an in-state preference of five percent in accordance with Florida Statutes section 287.084, with Seneca Mineral Company qualifying as a Florida-based vendor. All payments to the vendor are subject to a 1% MyFloridaMarketPlace transaction fee. Bidders were required to be actively registered in the Florida MyFloridaMarketPlace system and comply with E-Verify requirements. The contract is contingent on annual appropriated funding availability. The FDOT reserves the right to award to the second-low bidder, reject all bids, or act in the Department's best interest if irregularities are discovered in the apparent awardee's bid or if the vendor fails to submit required bonds and insurance or otherwise fails to comply with bid requirements.
