Bid Questions and Responses Summary

This document is a Bid Questions and Responses file issued by the Florida Department of Transportation (FDOT) regarding two related Invitations to Bid for deicer products: DOT-ITB-26-3009-SC for Deicer Pellets and DOT-ITB-26-3010-SC for Liquid Deicer, dated November 5, 2025. The procurement covers supply of Potassium Acetate liquid deicer and deicer pellets to be distributed across multiple locations in North Florida, with Sections A-D covering Midway, Milton, Marianna, Panama City, and Ponce de Leon, while Sections E and F expand coverage to additionally include Lake City, Chiefland, Perry, St. Augustine, and Jacksonville. Historical usage data provided by FDOT indicates recent consumption of 27,720 gallons and 54 pellet super sacks during the 2025-2026 fiscal year, with varying usage in prior years ranging from zero to 6,000 gallons of liquid deicer and minimal pellet usage. The initial contract term is 12 months with the possibility of renewal for an additional 12 months, though the renewal period cannot exceed the length of the original term.

FDOT clarified that no alternative product formulations or substitutions will be considered, as bidders must adhere strictly to specifications. The agency will not entertain price adjustments in option years based on fluctuations in raw material costs. Payment terms follow NET30 conditions as specified in Section 3 Compensation and Payment of the Purchase Order Terms and Conditions attached to the ITB. Contract terms including indemnity, force majeure language, and warranty requirements are governed by PUR 1000 and referenced sections of the ITB.
