About this file
The document is a Questions and Answers (Q&A) file for a Creative Services Request for Proposal (RFP 8.15.24) issued by the Detroit Transportation Corporation (DTC). The RFP seeks a creative services agency to design various marketing materials, including train wraps, column wraps, station domination wraps, car cards, Facebook campaign graphics, marketing materials, service pins, an annual report, and a "Wheel of Fun" destination map. The contract period appears to be 18 months, with the proposal submission deadline set for 9/5/2024. The selected agency will be responsible solely for design work, with DTC handling production, installation, and printing. Each train wrap is individual and consists of two cars, and wraps will be installed on selected areas of stations, such as windows and stairwell fronts.
Regarding pricing and specifics, DTC has not established a fixed budget and will determine project budgets as they arise. The agency will not be responsible for social media management, as DTC has a separate company handling those tasks. The wrap timeframe is typically 30 days, though extensions are possible for an additional fee. The project involves updating current brand materials, with specific instructions to be provided during the project. The RFP does not discriminate based on agency location, with DTC stating they will review all submissions. Detailed specifications for many deliverables remain intentionally flexible, with DTC expecting the agency to provide pricing for individual items and potentially include miscellaneous project hours to cover unforeseen creative needs.

Q33 Question: FB Campaign Graphics/Management
Hello. I have a few questions regarding the "management" aspect of the Facebook (FB) Campaigns:
1. Do you desire us to create & manage the marketing campaigns themselves (including content creation), or are we simply responsible for designing the creative for them (with you providing the content)?
2. In addition to designing the creative, are we responsible for uploading/posting to your FB account(s) on your behalf?
3. If posting to your FB account(s), are we only responsible for posting content, or do we need to manage the full social media account itself (ie. posting, responding to comments, managing engagement, etc.).
4. Does this only apply to Facebook, or will it also include other platforms (e.g., Google Ads, Instagram, etc.)?
Simply, I would like to know if any desired marketing and/or social media management services are involved beyond the creative design to support these campaigns.
Answer: In most situations with FB, no management will be required as we are working with a company that is handling this for us. The company we hire for the Creative Services will be responsible for the design only.
These would be graphics only.

Q34 Question: Station Domination Wraps
Do all 13 stations use the same station wrap design during an event (1 design total), or does each require a separate, unique design (13 total designs)? Simply, how many unique designs do you usually require every time this is needed for an event, etc? Is this the same for the column wraps as well?
Answer: Each train wrap is individual to one train. Each train consists of 2 cars.

Q35 Question: RFP # 8-15-2024
The Train Wraps, Column Wraps, Station Domination Wraps, and Car Cards do not indicate a quantity for the duration of the contract. Are you looking for per unit hours and pricing for those deliverables since we don't know how many will be requested within the 18 month contract?

Q36 Question: Pricing and deliverables
It is difficult to create a price estimate for many of the items without fully understanding all the specs for each piece. Below are some of our questions related to that:
Would we need to create multiple designs for each of these throughout the contract based on events that come and go during the year? If yes, how many events would that be?
• Train Wraps* - 2 cars make up one train.
• Column wraps* - Cement columns, ~4’ diameter,
• Station Domination Wraps* - 1 per station - 13 stations total.
• Car Cards* - Translucent and laminated, cards are ~11” x 28”
• Update/create Marketing materials as needed, ex: Station Guides, Pocket Maps.
How many pages are each?
What size?
Do we also need to write copy and proofread the materials?
Would these be for print or online only?
• Envelopes - #10 and 9”x 12”
Is this a one-time design need?
• Service pins for various years of service — 5, 10, 15, 20, 25, 40
Is this a one-time project or will there be more during the contract?
• FB Campaign graphics ~ 5 per fiscal year.
Are these still graphics only or would there be expectation of video or animation?
• Destination “Wheel of Fun” Map
How many pages?
What size?
Do we also need to write copy and proofread the materials?
Is this for print or is it online only?
• Annual Report –
How many pages?
What size?
Do we also need to write copy and proofread the materials?
Will there need to be financials included in the booklet?
Is there a separate art budget for photos or illustration, if needed?
Is this for print or is it online only?
• Miscellaneous items that may arise from new events/experiences created.
It's difficult to create an estimate for something that is this vague. Should we submit a certain number of hours and an hourly rate to allow for potential projects?
08/29/2024
Answer: Yes, we will update as events come up. We will meet and provide what we need and the timeframe we need them to produce the design.
The number of events we have in a year fluctuates and we will try to prepare a listing at the initial meeting with the company hired.
The four (4) items listed below are dependent on how many of each item are sold. When an item is sold, specific information will be provided based on the needs of the Advertiser.
For the next two (2) items, the specific information will be provided at the time the project is needed. In most projects the copy will be provided. I would expect that they would proofread all designs created with copy to ensure there are no misspelled words. These items will be for both print and online.
This is a one time project.
These would be graphics only.
This is not a booklet, it is a flat, poster like map.
It would be for print and may be posted on our website.
This has yet to be determined.
Most likely
No, it should all be included however most photos will be provided.
Both
In past bids solicited, companies would provide both. This is a decision they should make.
