About this file
This document is a Questions and Answers (Q&A) file for the University of Wyoming's Request for Proposal (RFP) KLW-2023-04 for a Virtual Proctoring Solution. The RFP seeks an online proctoring solution for distance and online courses, with the university anticipating approximately 4,000 unique students and potentially 20,000 individual exam proctoring sessions annually. The university currently uses Honorlock for proctoring and is interested in both live and automated proctoring options, with an estimated 80-90% of usage expected to be automated. The intention is to award to a single supplier, with deployment initially planned for distance/online courses across various university departments.
The proctoring fees will be funded entirely by the institution, and the university is seeking a flexible pricing model that allows for annual cost estimation with usage carryover. Key requirements include strong customer service for faculty exam setup, data usage monitoring tools, access to multiple proctoring tiers, and pricing flexibility. The university is looking to improve upon their current solution by seeking enhanced functionality such as easy exam setup, comprehensive data tools, varied proctoring support levels, and adaptable pricing structures. The solution will primarily serve the main campus in Laramie and the UW-Casper campus, supporting approximately 12,600 students across over forty distance degree completion and certificate programs.

Q2 Question: Proctoring staff
Does the University of Wyoming expect the vendor to provide the proctoring staff or will you use your own staff to proctor the assessments?

Answer: The institution.

Q10 Question: RE: BAFO Meazure Learning
What is the institution’s preference on a pricing and payment model – annual fee per student, annual subscription fee based on total exam volume, or per student per exam?
Answer: The University is interested in learning more about the available option(s) for the proposed solutions. Ultimately, the model that is most cost-effective and in alignment with our use, but a model where use is estimated and an annual cost is paid with the ability to carryover usage if we do not hit initial estimates would be of interest. Per student per exam is likely the only option the University would not interested in.

Q11 Question: RE: BAFO Meazure Learning
Will the chosen proctoring service be deployed institution-wide or in specific departments?
Answer: Currently, the plan is to deploy the selected solution for distance/online courses and programs, which includes departments across the university but not every department. The University can envision evolution for the tool to support other courses in time, but would want to add this into the usage estimates/cost after at least a year of usage.

Q12 Question: RE: BAFO Meazure Learning
What type of proctoring service (live proctoring, automated proctoring, lockdown browser, etc.) do you anticipate will be the most utilized?
Answer: The University currently has a product called Lockdown browser integrated into our LMS, which we do not see as a proctoring solution, but rather an exam setting. We do not have a count of how many instructors currently use Lockdown browser, which is incompatible with our current proctoring solution, but whatever the raw number of live versus automated proctoring is, it is likely that automated usage will be 80-90% of total usage.
