About this file

This document is a Questions & Answers (Q&A) document for Solicitation 2025-022, a Request for Proposal (RFP) for reroofing the Seguin Office, issued by the Guadalupe-Blanco River Authority. The RFP seeks roofing solutions for an office building, with bidders initially presented two potential roofing systems: a Torch Down SBS modified system or a cold applied SBS system. The Q&A document indicates flexibility in roofing approaches, with the buying organization open to alternative roofing solutions that meet specified warranty requirements.

The Q&A document addresses two key questions from potential bidders. The first question regarding the estimated cost range was deflected, with the authority maintaining that they will not reveal budget details to preserve a fair and competitive bidding process. The second question proposed alternative roofing systems, specifically a peel and stick system by Polyglass or a GAF 60 mil thick TPO white reflective roof system, due to high insurance costs associated with traditional torch down systems. The authority responded positively, indicating they would accept alternate peel and stick systems provided they meet the warranty requirements outlined in the original RFP.

Q2 Question: Re-Roofing of Office Building

As an alternative to either the Torch Down SBS modified system or the cold applied SBS system, may we submit a peel and stick system for the SBS modified roof as manufactured by Polyglass? Or a GAF

60 mil thick TPO white reflective roof system. Insurance requirements for Torch Down systems are extremely expensive and we no longer install hot or cold applied roof systems. We've had great success with Polyglass products.

Answer: We can accept alternate for peel and stick as long as it meets the warranty requirements outlined in the RFP.
