About this file

This document is a Questions & Answers (Q&A) document for Solicitation 2023-24-099, involving Horry County Government and specifically the Horry County Police Department's procurement of a spectrometer. The solicitation is for a spectrometer and is anticipated to potentially be funded through the South Carolina Department of Public Safety's Federal Justice Assistance Grant Program, with funding availability contingent on the grant.

The Q&A document addresses a specific vendor inquiry (LAURUS Systems) regarding sales tax requirements. The county clarified that vendors should include the correct sales tax amount of 8% for Horry County on the appropriate line of their bid submission. While the vendor indicated they do not typically collect sales tax, Horry County requires the tax to be included in the electronic bid submittal, ensuring compliance with local tax regulations for this scientific equipment procurement.

Q1 Question: sales tax requirement

LAURUS Systems does not collect sales tax on any items we sell...that is the responsibility of the end user. You state in the bid "Sales Tax is expected to be include in the bidder’s electronic bid submittal."

Should we leave this blank or what should be done in this case?

Answer: As stated in the IFB document, Horry County is required to pay sales tax. Vendors should include correct amount reflecting the 8% Horry County tax rate on the appropriate line of their bid submission.
