About this file
This document is a Questions and Answers record for RFP-TT-00001-2016, a temporary IT Java staffing opportunity issued by the Colorado Department of Human Services (CDOS). The RFP seeks to contract with staffing vendors to provide Java developers for various IT projects within CDOS. Prospective offerors must register with CDOS prior to proposal submission and identify qualified developer candidates in Attachment 4 of the proposal. Work assignments are made through a hybrid Kanban/Scrum Agile process, with developers potentially assigned to any of 20+ applications performing tasks ranging from user stories to bug fixes. The contract has a multi-year period of performance with an initial two-year phase, and awarded offerors may submit additional qualified candidates during the contract term to fill resource gaps or replace departing staff. Proposals must include up to three Capability Fact Sheets, administrative documents, and a technical volume not to exceed 30 pages. Out-of-state businesses are eligible but must register with the Colorado Secretary of State prior to proposal submission.
Pricing is submitted on a candidate-by-candidate basis for Denver Metro hourly rates in Attachment 4, with CDOS awarding contracts based partly on the rates offered for individual developers. Offerors should not propose replacement candidates at rates higher than the originally awarded rates. Individual candidate names and rates are not routinely published but are subject to disclosure under the Colorado Open Records Act (CORA) if requested. Proposals must include audited financial statements or certified financial statements from a CPA, though non-standard documentation may be addressed as a point of discussion. Administrative documents required for submission—including Form W-9 and Certificate of Good Standing—should be delivered in their native formats (PDF documents as PDFs) on a CD in MS Word or Excel format where applicable. The selection process includes interviews to further evaluate and qualify candidates for CDOS projects, and any subsequent candidate replacements during the contract period will follow a similar evaluation process to the initial RFP selection.

RFP-TT-00001-2016 Temporary IT Java Staffing Questions & Answers
1- Is it necessary to register with CDOS during the proposal submission or after an award is made?
You must register with CDOS prior to submitting your proposal and not later than the submission of the proposal itself.
2- Which documents are required during submission?
Please consult the RFP for instructions on which documents are required for submission, specifically but not limited to, “Section 4 - Format & Proposal Instructions”.
3- Can a company be awarded in the event our candidates are not chosen for the requirements set forth in this RFP?
No. Contracts are not awarded to companies on a project basis as a result of this RFP, yet companies are awarded on the basis of the developers they offer for the RFP. Therefore, if the developers a company offers are not chosen for the award, the company that offered the developers is no longer in the running for the award.
4- Our company does not typically pay for audited financial statements every year. Would a certified financial statement from our CPA meet the intent of this requirement?
Probably not. The Proposal submitted should raise this issue as a point of objection or discussion.
5- The wording of RFP paragraph 1.3 seems inconsistent with that set forth on Attachment 4.
Thank you for pointing out this inconsistency. Attachment 4 is correct in that maximum and minimum rates are not required for each candidate. CDOS requests that the best rate be provided for each candidate on Attachment 4.
6- RFP Para 1.31 states that “Information regarding the contents of proposals will be available from the CDOS following issuance of a “Notice of Intent to Award” letter”. Para 1.12 states that “Any information that will be included in any resulting price agreement cannot be considered confidential.” Will detailed rate data on a candidate by candidate basis, provided in Attachment 4, become a matter of public record or can this data be protected in any manner?
What is referred to in Para 1.12 is a “price agreement”. This RFP will not include a price agreement. Individual candidate names with proposed rates will not be published as a matter of routine, but if CDOS receives a CORA (Colorado Open Records Act) request, names and rates must be provided as a matter of law (along with other requested information).
7- Can CDOS elaborate on the process that will be used to select individuals for specific work assignments and to negotiate reporting dates to CDOS leads?
Work is assigned through a hybrid Kanban/Scrum Agile process. Developers may be assigned tasks on any of 20+ applications. Tasks range from user stories to bug fixes. Task allotted times vary based on the work and the individual developer capabilities. Metrics are recorded to calculate developer velocity for future task duration allotment.
8- Is the intent of the interview to 1) qualify candidates to work on CDOS projects in general under this contract award, 2) select staff for specific projects with defined periods of performance and skill requirements, or 3) to reduce the total list of resources provided in Attachment 4 to a shorter list which will be placed on the initial contract?
The purpose of the interview is to further evaluate and qualify the candidates for work at CDOS, as with any job interview.
9- With respect to Para 3.2 of the RFP: Are offerors permitted to offer additional developers in the future who were not identified in Attachment 4 to account for changes in Resource availability over the contract’s multi-year POP?
Yes. Awarded Offerors will be able to submit additional contract resources if contract positions become available.
10- With respect to Para 3.2 of the RFP: What is meant by awarded rates of we are proposing rates by individual developer in Attachment 3?
CDOS awards to Offerors based partly on the rates offered for each developer. If an awarded developer drops out of CDOS employ, Offeror should not propose a replacement at a higher rate.
11- Para 4.1 of the RFP requests a different number of Capability Fact Sheets than does the list of attachments of Page 3 of the RFP and Attachment 6 of the RFP. Is the maximum number of fact sheets that can be submitted 3 or 4?
The maximum should be 3, but CDOS will not penalize any proposals that include 4 fact sheets. Thank you for pointing out this inconsistency.
12- RFP para 4.1 states that certain Administrative Documents required to be returned with a responsive Proposal are not counted toward the 30 page limit for technical volume. The Table of Contents is excluded from the page count, but the other Administrative Documents are not mentioned. Are all 5 Administrative Documents excluded from the 30 page limit?
All 5 Administrative Documents are excluded from the 30 page limit. Thank you for pointing out this inconsistency.
13- Attachment 1- Form W-9 was provided to offerors in the RFP package as a PDF form for completion. In addition, the Certificate of Good Standing issued by CDOS is a PDF document. Para 4.1 of the RFP requires all electronic version of proposal files to be delivered on a CD in MS Word or Excel. Should we convert these documents from PDF to MS Word or deliver them in their native PDF format?
Please deliver PDF documents as PDF documents. No need to convert to Word or Excel.
14- Attachment 4 requests Denver Metro Hourly Rates on a candidate by candidate basis. Is this meant to be a list of every candidate who is a current employee of the offeror and may be available for a specific project during the initial 2 year period of performance of the contract?
Offeror should list every candidate who is as current employee that is qualified, as set forth in the qualifications of the RFP and is available to commence work in the near future.
15- Over the course of the 2 year contract, additional resources may be hired and made available to support CDOS efforts. What is the process to propose additional candidates during the contract period?
In the event that a replacement candidate(s) is required, CDOS will work with Offeror to determine if Offeror has other, suitable candidates to fit the opening. The process of selection would be similar to that followed during the RFP selection process, including, but not limited to, a submission of the proposed candidate skills and qualifications, rate, interview, etc.
16- We are an out-of-state business. Are we eligible to participate? Can we submit the Certification of Good Standing from our home state along with our proposal and later register with the Colorado Secretary of State once we are awarded this contract?
You are eligible to participate. The Certificate of Good Standing from your home state is not considered responsive to this Proposal. You must register with the Colorado Secretary of State prior to submission of your proposal.
