About this file
This document is a Pre-Bid Conference Summary and Q&A for an Invitation for Bids (IFB) issued by the Maryland Department of General Services (DGS) to provide marble & terrazzo floor restoration services in the Goldstein Treasury Building and the House of Delegates building, both located in Annapolis, MD. The scope of work includes restoring the marble and terrazzo floors in the lobbies, hallways, and stairwells of these two buildings. The project is expected to take no more than 30 days to complete, with work to commence immediately after the contract is awarded. The bid pricing sheet has been updated to specify "Re-Polishing and Sealing" as the annual service requirement.
The document also addresses several clarifying questions regarding the scope of work, including the inclusion of certain areas, work hours, furniture removal, and the desired finish for the stairs. It notes that the wax has been previously removed from the marble floors in the Treasury building, but there may be residue that would need to be stripped. The Terrazzo floors in both buildings have not had wax applied. The document specifies that the restoration should result in a consistent finish across both buildings.

Pre-Bid Conference Summary and Q & A
BPM043203
MARBLE/TERRAZZO FLOORS RESTORATION AT
TREASURY AND HOUSE OF DELEGATES BUILDINGS
The Pre-Bid Conference took place as scheduled on Monday, April 22, 2024 at 1:00PM. Any questions regarding this solicitation that have been received and/or arose during the conference have been posted below along with the appropriate answers.
Questions and Answers – Round 2
1. Are the back stairs in the House of Delegates building included in the solicitation?
a. Response: No. Only the marble stairs identified in the solicitation and identified during the pre-conference site visit are included in the solicitation.
2. Are the floors on the opposite side of the railings included in this solicitation?
a. Response: Yes, the flooring included in this solicitation that runs beneath or past the railing spindles is included in this scope of work (see image)
3. Working Hours for this project?
a. Response: The exact schedule for this work is to be developed in collaboration with the Building Manager for each building in an effort to minimize the impact on the building occupants and still complete the work during normal business hours. If the work needs to be completed after hours, that is to be approved by the Superintendent or the Assistant Superintendent prior to performing.
Normal hours are between 8:00am and 5:00pm, Monday through Friday. After hours would be considered Monday through Friday between 5:00pm and 5:00am as well as Saturday and/or Sunday from 7:30am to 4:00pm.

4. Will the contractor be responsible for removing and replacing the furniture?
a. Response: No, the building manager will arrange for this to be done based on the schedule of work that is established.
5. Stone baseboards included in the scope of work?
a. Response: No, the stone baseboards are not part of the scope of work
6. Total number of stairs in the House of Delegates building?
a. Response: There are 52 steps and 2 landings
7. Does the steps restoration include risers or just the steps?
a. Response: Risers are included in this scope of work
8. The current steps have a honed/matte finish. Do you require a high polished finished like the floor or keep the honed/matte finish on the steps?
a. Response: The steps should retain their honed/matt finish
9. We noticed that the technical scope for both floors is different according to the bid form on EMMA. Is there a reason for that? I believe for the flooring in the HOD the process does not call for Hardening of the floor. Could that just be an error that both floors would not be tackled in the same manner? Is there a different result desired for each space?
a. Response: There is not a different desired result for each building. The result should be the same. The Marble floors in HOD do specify hardening in the scope of work. The Marble floors in Treasury do not specify hardening, although they should. That was an oversight and the scope of work (IFB) has been changed to reflect “hardening” as part of the process.
10. We have come to understand that the wax in the Treasury building has been removed from all marble surfaces. Could we confirm that? Is the wax on the Terrazzo portions going to be removed by the government prior to work beginning or if that indeed should be a part of the scope of work to bid?
a. Response: In the Treasury building the Marble floors had wax applied at one time. The wax has been removed, however there could be wax residue left behind that we are unaware of. If there is wax residue it would need to be stripped.
In the Treasury building the Terrazzo floors on both Level 1 and Level 2 have not had wax applied to them that we are aware of.
In the HOD building there was no wax applied to those floors.
11. Asking clarification on the maintenance piece: RE-Polishing and Sealing or Cleaning and Sealing?
a. Response: The floors should be repolished and sealed in order to maintain the restoration efforts. The Bid Pricing excel sheet has been changed and uploaded to reflect “Re-Polishing and Sealing” as the annual service.

12. When is work to commence?
a. Response: Work should begin immediately after the contract is awarded
13. What is the expectation on timing for completing both buildings?
a. Response: Work should be continuous through completion and should take no more than 30 days to complete.
