About this file
This document is a bid amendment for Bid Solicitation #19DPP00351 for the New Jersey Behavioral Risk Factor Survey, issued by the New Jersey Department of the Treasury Division of Purchase and Property Procurement Bureau. The bid amendment provides answers to questions related to the bid solicitation, including instructions for accessing PDF documents, reviewing submitted quotes, and the survey methodology. The contract period is not specified, but the state is unable to identify a guaranteed start date at this time. The survey is funded through both federal and state sources, with a CFDA number of 93.336, and requires 11,000 interviews to be completed each calendar year from 2019 to 2021, subject to availability of funding.
The bid solicitation does not allow for oversampling of Hispanic residents, and the vendor is responsible for programming the randomization of questionnaire versions. The state will not utilize pre-survey notification letters, and if the vendor electronically monitors at least 10% of interviews monthly, the 5% call-back verification of completed interviews is recommended but not required. Subcontractor utilization plans are required regardless of the subcontractor's location, and resumes for backup staff are encouraged to be submitted, though not explicitly required.
