About this file

This document is a Request for Response (RFR) issued by the Massachusetts Department of Transportation (MassDOT) Aeronautics Division for the development of the Massachusetts Statewide Aviation System Plan and the MassDOT Aeronautics Division Strategic Plan. The consultant will be responsible for planning and preparing these documents, which will address the evolving aviation industry, including Advanced Air Mobility (AAM), NextGen systems, autonomous flight vehicles, and intermodal connections. The effort will involve forecasting, facility/system planning, strategic operating planning, and capital investment requirement analysis, with a planning horizon to 2050. MassDOT is conducting a qualifications-based selection process and anticipates awarding a single contract with an initial term of 18 months and up to four 12-month extension options, for a total potential contract duration of up to 5 years and 5 months. The estimated value of the contract is approximately $1.3 million.

The RFR includes M/WBE participation requirements and other standard state contracting terms and conditions. Proposals must address the consultant's experience, project approach, team, and other specified criteria, and are due by July 11, 2024. Bidders must submit a Bidder Response Form, proposal, PPD form, organizational chart, and five professional references. The Commonwealth may use prompt pay discounts as a basis for selection and may negotiate discounts as deemed in the best interest of the Commonwealth. The related Standard Contract Form outlines the standard terms and conditions for Commonwealth Departments.
