1 RFR INTRODUCTION AND GENERAL DESCRIPTION
1.1 PROCUREMENT SCOPE AND DESCRIPTION
The Commonwealth of Massachusetts through the Massachusetts Department of Transportation (MassDOT) Aeronautics Division (herein Aeronautics Division) is soliciting Bidders for the acquisition of consultant services to develop the Commonwealth of Massachusetts Statewide Aviation System Plan and MassDOT Aeronautics Division Strategic Plan.
Interested parties are invited to submit Proposals highlighting their specific interest and recent experience (over the past 5 years) pertaining to Aviation System Planning and Strategic Planning. Interested parties are encouraged to team with individuals/sub-consultants with the following areas of expertise: forecasting, facility/system planning, strategic operating planning, and capital investment requirement analysis.
1.1.1 BACKGROUND
The aviation industry is entering uncharted territory with the emergence of Advanced Air Mobility (AAM), NextGen systems, autonomous flight vehicles, and the need for new vertiports, software systems, intermodal connections, and operational sustainability. People and air cargo delivery systems are changing, and Massachusetts is on the cutting edge of this technology and systems development. As such, traditional methods of conducting aviation system plans must change and adapt to the new planning ecosystems.
Policy directives in MassDOT look to incorporate NextGen air systems, including foundational dimensions noted in the World Economic Forum (WEF) Los Angeles "Principles of the Urban Sky" which need to guide our planning for multimodal mobility options for the future. It is crucial that the forthcoming draft of the AAM Integrated Task Force (ITF) roadmap, MassDOT Aeronautics’ Strategic Plan, and the MassDOT Office of Transportation Planning's "Beyond Mobility" initiative are also incorporated into this planning effort.
To align aviation planning with the MassDOT CIP Planning, the planning horizon must be to the year 2050. This will match the 2050 Statewide Long-Range Transportation Plan (called Beyond Mobility), and better position Aeronautics to participate in capital investments in aviation facilities and systems.
The forward-thinking aviation system plan must also address conventional airport planning needs through the year 2050. In this regard, forecasts of aviation activity must be developed that take into account current technologies, but also include future advancements which will enable residents of Massachusetts to take advantage of seamless intermodal transportation systems, which involve air and ground interface.
Forecasting, facility planning, and capital investment requirements are the primary outputs of this planning effort.
Furthermore, MassDOT is requesting information in the form of white papers to understand the predicted impacts and necessary policy responses arising from various new technology challenges and other aviation-related issues. These white papers will help inform decision-makers and stakeholders as they navigate the complexities of the ever-evolving aviation landscape.
In summary, Massachusetts is poised to lead the way in shaping the future of aviation system planning by embracing innovative technologies and practices, fostering a collaborative environment, and integrating critical policy frameworks. This comprehensive approach will ensure that the state remains at the cutting edge of aviation advancements and offers its residents a seamless, efficient, and sustainable transportation experience well into the future.
