About this file

This is an Addendum 1 and Questions and Answers document from the State of Colorado Judicial Department for a Request for Proposal (RFP) to furnish a new 18th Probation office. The solicitation requires vendors to provide a comprehensive furniture package for 96 offices of varying sizes, plus two waiting rooms, a receptionist area, two conference rooms, and one training room. The scope includes systems furniture for clerical stations, private office furnishings with desks, armoires, bookshelves, side chairs, and storage components, conference room furniture with integrated electrical and audiovisual connectivity, and poly seating for waiting areas. Vendors must propose layouts and pricing for each space type, as the 18th Probation Office will evaluate proposals based on price, quality, and design. The RFP due date was extended from March 4, 2016 to March 11, 2016 at 4:00 PM. Four supervisor offices will remain unfurnished, and two spaces (a lactation room and IT space) will not receive furniture. The project includes a base bid for hard wall offices with free-standing furniture and an optional panel-based solution for up to 10 cubicle locations.

Pricing should be submitted in Excel format using an attachment provided by the vendor, with separate options for conference room and training room furnishings. Vendors must submit corporate financial documents including DUNS number, FEIN number, and audited financials in a separate confidential envelope with only one hard copy required. Interior finishes have been pre-approved and provided to respondents, and specifications have been established for task chairs, conference seating, and training room furniture with approved equivalent alternatives. Metal case goods with laminate tops are required for private offices, and high-pressure laminate is specified for work surfaces. The evaluation will assess various under-surface wire management systems proposed by vendors based on cost and functionality rather than prescribing a specific system.

STATE OF COLORADO JUDICIAL DEPARTMENT

REQUEST FOR PROPOSAL

Addendum 1 and Questions and Answers

SOLICITATION NUMBER: JUD–RFP-16-NewProject-18PBLima

DATE: March 1, 2016

This addendum provides the response to the Questions submitted by the Q&A deadline of the RFP and extends the due date of the RFP from March 4, 2016 to March 11, 2016 at

4:00PM. All other terms and conditions of the bid not changed herein remain unchanged.

Q&A:

1. What Corporate Financial Documents do you require? We typically provide:

a. DUNS Number Yes

b. FEIN Number Yes

c. Auditor Contact Information Audited financials including cover information from the audit firm.

d. Banking Contact Information – not required

e. Past six years of sales volume. – not required

2. We will provide these documents in a separate envelop labeled “Confidential

Financial Indoff, Inc”. It will also be placed on the electronic file as a separate folder with the same title. Does this meet with your approval? Only one copy (hard copy) of the financial documents are required. The remainder of the proposal can be submitted as stated in the question.

3. After exhaustive review of this project, our design team cannot find a reason for a “Panel Systems Furniture Option” for this project. Do you want to use a panel system that is a maximum of 53” tall for these offices? How should we proceed with this option? There are 10 locations where cubicle offices may be proposed or free standing metal with laminate tops. They are rooms 117, 126, 158 and 143.

All other items bid should be free standing.

4. Interior Finishes. We would like to know what all the approved Interior finishes are so that we can select the best possible color palette for our bid. Carpet, Paint, base, other flooring, wood finishes and laminates. Interior finishes selected are attached to this Q&A response. Please see these finishing list and drawings.

5. Page 24 describes a BBF pedestal, but these are not shown on the clerical typical. Please let us know where these should be used. The larger offices

(Supervisor office) should have a BBF pedestal. Otherwise, please disregard BBF pedestal for smaller offices. Each small office should have a BBF built in.

6. Page 25 describes a storage tower, but none are seen on the plan or typical.

Where are these to be used? Storage towers are in each of the manager’s offices.

If possible we would like respondents to propose as an option a storage tower in the clerical space (Depending on the ability to fit the tower into the space).

7. The RFP asks for laminate case goods in the offices, but the Clerical typical provided describes metal storage components. Do you want the components in the private offices to be laminate or metal? We can offer metal storage with Laminate fronts. Is this the preferred option? The 18th seeks metal case goods and supports with laminate tops.

8. The RFP is asking for 3” metal grommets. Will plastic grommets be acceptable?

Plastic will be acceptable.

9. Do you want High Pressure Laminate or thermally fused laminate? High Pressure Laminate. (Call Nick and confirm)

10. The clerical typical shows a wall mounted tack board and overhead but your bid package clearly states no wall mounted furniture. Do you want wall mounted product? Yes, the response to this question officially modifies the RFP such that we require a wall mounted tack board and wall mounted overheads.

11. What is acceptable under surface wire management?

We ask that each vendor propose an under surface wire management system and then the evaluation team will evaluate the various proposals compared to cost and other factors.

12. Will these be panel cubicles or are they permanent office spaces? The spaces are permanent office spaces.

13. Is there a breakdown of how many offices/workstations need to be submitted?

The purpose of providing the drawings is so that respondents could count the work spaces in the drawing (as this is the final layout) and offer furnishings accordingly. There are 96 total offices of various sizes in the current layout plus two waiting rooms, a large receptionist are that connects to both the waiting rooms, two conference rooms, and a training room.

14. Conference room requirements? 1 conference room includes 14 chairs, a table to fit them all around (Preferably a table that can be split into multiple tables to modify configuration). Table should include 2 electrical plugs, a network plug and an AV plug. The other conference room includes 6 chairs and a table to fit. The table should meet the same AV requirements as above. Please see the drawings for rooms 147 and 119.

15. Is the amount of seating in the waiting areas exact? Yes.

16. Is there an overall design concept or recommended brand to match? No recommended brand. Please see the answer to question 4. Above for interior finishes.

17. Is this in the furniture planning phase or are you requesting a full pric3e quote to furnish the space? The RFP should be a full price quote to furnish the space according to the drawings. Final selection of finishes, and any changes to the plans will be worked on by the 18th Probation Office with the selected provider.

18. Should any of the offices, conference or training rooms noted on the plan, not receive furniture because you are reusing existing furniture? There are four supervisor offices which should receive no furnishings. Which offices these are specifically have yet to be determined. Please propose a quote such that the largest offices are fully furnished and that the smallest four (4) of the supervisor offices are unfurnished. On the drawing there is also one space that will be a lactation room (180) and one space that will be an IT space (165) that will receive no furnishings.

19. Do you need poly seating for the waiting rooms? I do not see this in the scope but

I see there is seating on the plans. Yes, propose poly seating in all of the waiting rooms.

20. Room 125, is the furniture for the Reception Area built in, or should we specify it as laminate casegoods or furniture systems? There are built in sections in 125.

These are noted in deep grey on the attached drawing. All other furnishings in the space are systems furniture to match the other offices.

21. Systems Furniture (Clerical Stations): Per the RFP it sounds like you want panels along the wall, is this true? The clerical stations as drawn on the PDF are free standing without panels on the wall. The 18th Probation would like free standing furniture without panels with the exception of the offices listed in question 3 above

(Where either paneled or free standing may be proposed).

22. Offices:Do you want the offices to be a full laminate option per the RFP? Metal casegoods and support with laminate top.

23. In reviewing the pricing information sheet listed on page 17 of 33, the outline states required project furnishings that includes conference and training rooms

(option B) and all conference room furnishing (option C). These are not indicated on the plan. Are they part of the scope of work? Please review the plan, there are two conference rooms and one training room (178 training room, conference rooms 119 and 147).

24. Do you have the pricing information sheet (Attachment B) in an excel format for the submittal or do you want us to provide one? Please provide to Judicial as there isn’t a standard format provided by us.

25. Can you confirm the four supervisor offices that do not get furniture? Please see the response to question number 18.

26. Please confirm which rooms are the Deputy Chief’s and the Chief’s office. 169 is the chief and 171 is the deputy chief.

27. I see there are some offices with furniture blocks in them and some that do not have furniture blocks in them. Please confirm the offices that need to be quoted for this bid. There are some interior offices without furnishings. These will not have furnishings. All large exterior offices will have furnishings except four (See question 18). Also see the attached drawing with furnishings inserted.

28. Is the assumption to be made these are hard wall offices and not panel based as part of the base bid? With Option A being a panel based solution? The offices are hard wall offices with free standing furniture. See question 3.

29. What is included in the Private Office(base bid) and then the workstation (office A)

– will a cut sheet similar to the clerical typical, be provided? At a minimum, every office should have a desk, armoire, book shelf, two side chairs, a small side table

(36”) and storage to fit. Each of these offices will be slightly different. The 18th

Probation expects respondents to propose furnishing layouts in these spaces and provide a price for the proposed layout. The 18th will then evaluate the price, quality and design as a part of the evaluation process.

30. Where can we find which office is a PO1 & PO2 – or where would we place the two different guest and side chairs. Please ignore all references to offices PO1 and PO2. Instead there is one standard office type and then a series of different offices for supervisors.

31. Will the corner sleeve be necessary if our worksurface has a curved edge?

These are optional (not required) if the surface being proposed is a rounded edge.

32. What are the specifications requested for the task, conference, training room and waiting room seating? Task chair Amplify mesh back, with fully adjustable arms and seat pan or equal. Training room chair, sit on it lumen with castors and arm lifts or equal. Side Chair sit on it lumen no casters, with arm lifts or equal.

Conference chair, sit on it Wit or equal. Sit on it Freelance or equal for reception seating.

33. What are the specifications requested for the conference room tables and other furnishings? HON preside or equal for conference tables, HON motivate for training tables.

34. Is a Grade A fabric acceptable for the panel fabric, as this will meet the bid requirements for testing, and our largest selection in the line? Yes this is acceptable.
