About this file

This document is an email communication regarding a Request for Quote (RFQ) on Lab Pack Service issued by the Illinois Emergency Management Agency (IEMA). The email provides clarification on several items listed in the "Attachment A - Hazardous-Waste-Inventory" spreadsheet, specifically regarding the "EXTRAC Original Bottles" that contain extraction solutions for radioactive material. The agency confirms that these bottles are unused and unopened samples sent by the manufacturer, ETRAC Laboratories, and do not contain any radioactive material. The email also addresses the "Extract for Actinides" line item, which states there is a solid residue on the bottom, and the agency confirms that to their knowledge, this solution was also never used.

The related state and local contract opportunity is for IEMA's Hazmat Lab Pack Service, with the ID 66ab709a7cf5b14e190bff10 and the name "EMA - Hazmat Lab Pack Service - ASW". The state involved is Illinois, with the ID 65a95d72d947088ac30981ef. No additional details are provided regarding the pricing terms, set asides, incumbents, funding requirements, or other salient information.

Wampler, Andrew

From: Wampler, Andrew Sent: Tuesday, March 19, 2019 3:52 PM To: Wampler, Andrew Subject: Questions on IEMA Lab Pack Service Attachments: etrac scintillator product sheet.pdf

In regards to IEMA’s Request For Quote on Lab Pack Service, the following questions were asked:

Q: I was hoping you might be able to provide some clarification on a few items listed in the spreadsheet “Attachment A – Hazardous-Waste-Inventory”. Lines 25 through 31 reference various “EXTRAC Original Bottles. These are extraction solutions for radioactive material – Could you confirm (or not) that these items are unused/unopened EXTRAC solutions (e.g.: do not contain radioactive material)?

A: Correct- these were ‘sample’ bottles that (I’m assuming - before my time) were sent to us from ETRAC laboratories in hopes we would purchase more. Hence why we have so many unopened (full), small volume bottles. The majority of these solutions were marketed as extractive scintillators.

Q: Also, Line 31 is the Extract for Actinides – This one states “Solid residue on bottom” – This leads me to believe it may be used(?) – Could you confirm?

A: To my knowledge, it was not used. I’ve seen some product sheets that state when these solutions are stored in a refrigerator, naphthalene and the fluor could precipitate out, but the solids could be re-dissolved if the bottle was submerged in warm water. I figured that was the case here.

Also, attached is an ETRAC product sheet that provides some more information on these reagents. To our knowledge, these solutions were never used. We are assuming they were sent to us by the manufacturer as a ‘sample.’
