About this file
This document is a Questions and Answers (Q&A) #1 issued by the Florida Department of Transportation (FDOT) for Advertisement Number DOT-ITB-25-5014-OFP, specifically addressing the Removal and Replacement of Fuel Dispensers at District 5 Oviedo Operations Maintenance Facility. The Q&A addresses a bidder's inquiry about alternative fuel dispenser brands, specifically referencing the potential use of Gasboy Dispensers, and directs the bidder to Special Condition 35 regarding alternate brands. The document clarifies that alternate brands will be considered, with the Department reserving the right to require bidders to demonstrate that alternate equipment will perform in a completely acceptable manner.
Special Condition 35 outlines the process for proposing alternate equipment, requiring bidders to submit complete specifications and descriptive technical literature for any proposed alternative brand with their bid. The Department may require the bidder to demonstrate the performance of alternate items within fourteen days after the bid opening date, with the demonstration time and place subject to mutual agreement. Bidders must prove that the alternate equipment meets the Department's performance standards and can be deemed unsatisfactory if the demonstration does not meet the required performance criteria. This provision ensures that the FDOT maintains strict quality control over equipment specifications while providing some flexibility for bidders to propose alternative solutions.
