About this file

This is a Questions and Answers document issued by the Florida Department of Transportation District Five regarding Request for Proposal DOT-RFP-26-5001-SERV for process server services. The RFP solicits proposals to provide process servers for legal documents and related services on a local, statewide, and out-of-state basis, with the majority of work to be performed within FDOT District Five covering nine counties including Volusia County. The scope of services includes service of process for legal documents, legal courier services between the Department and various government offices and courthouses, legal document retrieval services from courts and public records, and investigative services as needed. Proposals must be submitted by April 28, 2026, at 10:00 AM, with technical proposals to be opened publicly the same day at 2:00 PM and price proposals opened on May 4, 2026, at 11:00 AM. The notice of intended award will be posted on May 11, 2026. The contract term is three years beginning May 14, 2026, with renewal options available for up to an additional three years.

The Department has allocated $50,000 in initial funding for this indefinite quantity, task work order-driven agreement with no guaranteed minimum volume; funding may be increased or decreased based on actual need and budget availability through Letters of Authorization. Compensation will be based on unit rates for expedited, priority, and routine service levels plus actual reimbursable expenses such as postage, certified copies, and witness fees. Required qualifications include registration with MyFloridaMarketplace, authorization to conduct business in Florida for out-of-state entities, valid process server licensing from the Florida Department of Business and Professional Regulation, E-Verify compliance, and general liability insurance with minimum combined bodily injury limits of $200,000 per person and $300,000 per occurrence, plus property damage insurance of $200,000 per occurrence. Evaluation criteria consist of technical merit worth 100 points and price evaluation worth 20 points, with a minimum technical score of 80 points required for price proposal consideration. Vendors are subject to liquidated damages of $100.00 per calendar day for failure to complete authorized services by designated completion dates. No set-aside designations or disadvantaged enterprise restrictions apply, and all qualified vendors meeting licensing and registration requirements are eligible to respond.
