About this file

This is a Q1 2026 Business Case document prepared by the Cincinnati/Northern Kentucky International Airport (CVG Airport Authority) outlining the procurement of a Drone Detection System. The project involves soliciting proposals from drone detection providers through an RFP process to install receiver antennas around the CVG campus that will track both drone location and drone operator location. Once installed, the system will be utilized by Airport Police and Airport Operations to respond to unauthorized drone activity. The project is scheduled with appropriations approval in Q1 2026, procurement and bid solicitation in Q1 2026, contract negotiation finalized in Q2 2026, and implementation in Q2 2026. The project will include software implementation, system installation, user training, and ongoing maintenance and support through Year 5.

The total appropriations request for the Drone Detection System is $1,000,000, comprised of Software License & Support (Year 1) at $450,000, Force Labor at $80,000, Miscellaneous costs at $320,000, O&M Costs–License & Support (Years 2-5) at $50,000, Software Purchase at $1,000, and Vendor Contingency at $0. The cost estimates are based on consultations with multiple drone detection vendors. The project is funded through capital appropriations and is justified by the need to improve airport safety by enabling proactive drone detection within the CVG vicinity to mitigate unauthorized drone threats, reduce operational delays, and locate drone operators. The current situation presents significant risk, as CVGAA staff currently relies on visual observation, which is ineffective for detecting unauthorized drones or locating operators. The project carries minimal installation risk due to basic antenna installation and plug-and-play software requirements.

Project Approach

Solicit proposals from drone detection providers through RFP. Once selected, install detection equipment in required locations and provide training to users.

The alternative is to continue to visually observe drones and report to the AOC. This does not allow for proactive identification or identification of drone pilot location.

Organizational Impact Justification

Fuel Performance via Operational Excellence - Ensure the safety and health of passengers and employees

Business Objectives: Improve safety by enabling drone detection within the vicinity of CVG to allow mitigation of drone threats.

Project Value/ROI: Installing this technology will allow CVGAA to detect drones around the CVG campus with high accuracy allowing a more efficient response to unauthorized drone activity. This in turn will create a safer airspace at CVG and reduce the risk of operational delays that may be caused by unauthorized drone events.

Current Situation/Background Information

The CVG Airport Authority (CVGAA) currently has no technology to detect the use of drones around the airport. Unauthorized use of drones within proximity of CVG can potentially alter inbound and outbound flights and create unsafe flight conditions for aircraft. There have been multiple responses by Airport Police and Airport

Operations due to reports of unauthorized drones.

Project Definition

Project Scope: The project will entail placing one or more receiver antennas around the campus that will allow the tracking of both drone location and drone operator location. Once installed, the system will be used by Airport Police and Airport Operations to respond to unauthorized drone use.

Risk if Not Funded: CVGAA staff will continue to rely on visual observation, which makes unauthorized drone detection extremely challenging. This method also does not allow for locating the drone operator. The consequence is the possibility of an unauthorized drone affecting the safety of flight or an unauthorized drone impacting operations at CVG with the inability to find the operator.
