About this file

This Questions and Answers document is from the Illinois Department of Central Management Services regarding their JPMC Hand Tools Powered SBSA procurement (25-416CMS-BOSS4-B-44848), dated February 18, 2025. The document addresses questions related to a bid for commercial and industrial grade power hand tools and accessories, with particular focus on administrative aspects of the bidding process. The document notes that an "Offer to the State of Illinois" document was initially omitted but later added through bid amendment #2.

The document clarifies that price adjustments are only considered when included in manufacturer's MSRP list price increases, with no consideration for other economic factors such as capital, inflation, or real estate costs. The procurement is designated as a Small Business Set-Aside, requiring vendors to be registered through the IL Procurement Gateway (IPG) at https://ipg.illinois.gov. Eligibility requirements can be found at the Chief Procurement Office for General Services website, and only qualified small businesses may respond to this solicitation.

Questions and Answers #1

Date: 2/18/2025

Q1 Do you accept price adjustments on a yearly basis related to capital, inflation, or real estate price increases on warehousing.

A1 If those costs are included in the manufacturer’s price increase, then they would be reviewed, but the price increase is only to the MSRP list, and no other economic factors are considered.

Q2 I do not see the “Offer” documents to download and attach for this Hand Tools bid?

A2 Initially the Offer to the State of Illinois document was inadvertently omitted but was attached in

BidBuy by bid amendment #2. The Offer must be completed and returned with your bid submission.

Q3 On the header info sheet, it states “Only vendors qualified in the Small Business Set-Aside program may respond to the solicitation.” My question is how do I know if I am qualified? And where would I see if I am/am not?

A3 The Small Business Set-Aside program is administered through the Chief Procurement Office for General Services. Please see eligibility requirements at: https://cpo-general.illinois.gov/sell-2-illinois.html. Qualified Illinois small business must register for the small business set-aside program in the IL Procurement Gateway (IPG) at https://ipg.illinois.gov.
