About this file

This document is a Bid Amendment Question and Answer (Q&A) document for the Illinois Central Management Services (CMS) Fire Alarm Supplemental Inspection and Repair project at the Illinois State Police Troop 10 Headquarters in DuQuoin. The project, identified by Bid Number 26-416CMS-BOPM4-B-49151, seeks a contractor to provide comprehensive fire alarm and suppression system services, including semi-annual inspections, testing, repair, and maintenance. The bid requires vendors to have a minimum of 3 years of experience, NICET certifications, and an Alarm Contracting License. Key dates include a mandatory pre-bid walk-through on September 30, 2025, at 10:00 a.m. and the final bid opening on October 7, 2025, at 10:00 a.m. The contract will be a six-year term with provisions for emergency response within two hours and routine repairs within 24 hours.

The Q&A document clarifies several important details about the bid, including that subcontractors are allowed, testing times can be flexible and arranged with the Facility Manager, and there is one backflow device and one wet and one dry fire suppression system. Invoicing will be monthly in arrears, with invoices submitted after work completion. The state encourages diverse vendor participation and may consider factors like manufacturing origin, price, and quality during bid evaluation. Vendors must maintain $1 million in general commercial liability insurance and comply with prevailing wage requirements. While no specific total contract value is stated, the vendor will be responsible for minor repairs under $10, with larger parts and repairs billed at cost. The contract may be partially funded by federal funds, which could introduce additional compliance requirements.
