About this file

This is a Questions and Answers document for the Lauber BDW Site Request for Proposal #190000001914, issued by EGLE (Michigan Department of Environment, Great Lakes, and Energy) in Ottawa County, Michigan. The project involves environmental remediation work at a contaminated site, with work completion required by June 30, 2019. Acceptable disposal facilities include Ottawa County Farms Landfill, Autumn Hills Recycling & Disposal Facility, Osceola County Waste Systems, Inc., Central Sanitary Landfill, Woodland Meadows Recycling & Disposal Facility, Inc., Pitsch Sanitary Landfill, South Kent County Landfill, and Muskegon County Solid Waste Facility. The scope of work includes soil excavation continuing until all contamination is removed or deemed unsafe to continue, drilling two 75-foot borings with eight vertical profile groundwater samples total, collection of up to 20 soil samples for analysis of HIPs (Hazardous Identified Pollutants), residential well sampling, and construction of monitoring wells. Equipment quantities specified for excavation activities (excavator and dozer) are based on days of work, with a quantity of 10 days assumed, and trucking assumes four 20-yard trucks operating for 10 days.

Prevailing wages are not required as the project is not funded with federal funds. Contractors must provide current HAZWOPER 8-hour refresher certificates with their bid responses, though subcontractor certificates are not required at the time of bidding. EGLE's Office of Site Contamination (OSC) will be responsible for sampling monitoring wells and transporting them to laboratories, while the contractor will not conduct continuous soil boring sampling or pursue groundwater plume migration. Excavation will extend into surrounding areas as determined necessary by the EGLE OSC, and monitoring wells may be constructed with bentonite and native soil fill as specified. Soil auger cuttings will not be drummed by the contractor, and groundwater flow at the site is expected to move toward the southeast.

Request for Proposal # 190000001914

Questions & Answers

Question 1: What landfills can be used for disposal?

Answer: Ottawa County Farms Landfill, Autumn Hills Recycling & Disposal Facility, Osceola County Waste Systems, Inc., Central Sanitary Landfill, Woodland Meadows Recycling & Disposal Facility, Inc., Pitsch Sanitary Landfill, South Kent County Landfill, and Muskegon County Solid Waste Facility

Question 2: What is the project start/end date?

Answer: Start date can be when the awarded Contractor has received a purchase order. Work completion date is June 30, 2019.

Question 3: What direction does groundwater flow?

Answer: Groundwater is most likely flowing to the southeast.

Question 4: Who will be sampling monitor wells and how should that be done?

Answer: The EGLE OSC will sample the monitor wells and transport them to the lab.

Question 5: If groundwater contamination is encountered, will we “chase the plume”?

Answer: No.

Question 6: How deep with the excavation extend?

Answer: The excavation will extend down until all contamination has been removed or until it is not safe to dig anymore, or until the EGLE OSC determines to stop.

Question 7: Will excavation extend into the dirt two track around the site?

Answer: If need be, as determined by the EGEL OSC.

Question 8: Will prevailing wages be paid by the Contractor?

Answer: No. Prevailing wages would only be paid if this project was being funded in whole, or in part, with federal funds.

Question 9: Will soil auger cuttings be drummed by the Contractor?

Answer: Soil auger cuttings will not be drummed.

Question 10: How will residential wells be sampled?

Answer: At the tap (not hooked up to a water softener).

Question 11: Will the 5 monitoring wells be sampled? Assuming the answer is yes, should both the vertical profile samples (from the two 75-foot borings) and the monitoring wells be low flowed?

Answer: Sampling of the 5 monitoring wells will not be the responsibility of the Contractor.

Question 12: Can we assume a number of vertical profile groundwater samples for the two 75-foot borings, like 4 each for a total of 8?

Answer: Yes, a total of 8. The Contractor will collect a grab sample at each vertical profile interval (8 total), after conducting a limited well screen development.

Question 13: Do you want the original 40-hour certificates or the 2019 8-hour refresher certificates, or both? Also, do you want HAZWOPER certificates for subcontractors at this point?

Answer: Bidders can provide the 8-hour refresher certificates with their bid responses. We do not need to see subcontractor certificates at this time.

Question 14: Are any soil samples to be collected from the VAS/monitoring well borings?

Answer: No.

Question 15: Can the monitoring wells be constructed with a couple of feet of bentonite above the filter pack, with the rest of the well bore filled with native soils?

Answer: Yes.

Question 16: The RFP states that up to 20 soil samples will be collected for analysis of HIPs. Does EGLE want the drill borings continuously sampled for soils, or just at the 20 locations collected for analysis of HIPs?

Answer: No, not continuously, just at the location.

Question 17: On the excavation section most areas have a quantity of 10. Is that based on days? IE, excavator, dozer.

Answer: Yes.

Question 18: Trucking a says assume 4 20-yard trucks at a quantity of 10. Is that based on days?

Answer: Yes.
