About this file
This is a Questions and Answers document for the Lauber BDW Site Request for Proposal #190000001914, issued by EGLE (Michigan Department of Environment, Great Lakes, and Energy) for environmental remediation work in Ottawa County, Michigan. The project involves excavation and soil assessment at a contaminated site, with work completion required by June 30, 2019. The contractor is responsible for collecting vertical profile groundwater samples (8 total) from two 75-foot borings, sampling residential wells at the tap, and conducting soil auger cuttings without drumming. Excavation will continue until all contamination is removed or until the EGLE On-Scene Coordinator determines it is unsafe to continue or to stop. The project may extend into surrounding areas as deemed necessary by the EGLE OSC. Approved disposal facilities include Ottawa County Farms Landfill, Autumn Hills Recycling & Disposal Facility, Osceola County Waste Systems, Inc., Central Sanitary Landfill, Woodland Meadows Recycling & Disposal Facility, Inc., Pitsch Sanitary Landfill, South Kent County Landfill, and Muskegon County Solid Waste Facility.
The contractor will not be responsible for sampling the five monitoring wells, as this will be handled by the EGLE OSC, nor will prevailing wages apply unless the project is funded with federal funds. Groundwater is expected to flow southeast, and the contractor will not be required to follow or "chase" contamination plumes beyond the primary excavation area. The project start date is contingent upon receipt of a purchase order by the awarded contractor.

Request for Proposal # 190000001914
Questions & Answers
Question 1: What landfills can be used for disposal?
Answer: Ottawa County Farms Landfill, Autumn Hills Recycling & Disposal Facility, Osceola County Waste Systems, Inc., Central Sanitary Landfill, Woodland Meadows Recycling & Disposal Facility, Inc., Pitsch Sanitary Landfill, South Kent County Landfill, and Muskegon County Solid Waste Facility
Question 2: What is the project start/end date?
Answer: Start date can be when the awarded Contractor has received a purchase order. Work completion date is June 30, 2019.
Question 3: What direction does groundwater flow?
Answer: Groundwater is most likely flowing to the southeast.
Question 4: Who will be sampling monitor wells and how should that be done?
Answer: The EGLE OSC will sample the monitor wells and transport them to the lab.
Question 5: If groundwater contamination is encountered, will we “chase the plume”?
Answer: No.
Question 6: How deep with the excavation extend?
Answer: The excavation will extend down until all contamination has been removed or until it is not safe to dig anymore, or until the EGLE OSC determines to stop.
Question 7: Will excavation extend into the dirt two track around the site?
Answer: If need be, as determined by the EGEL OSC.
Question 8: Will prevailing wages be paid by the Contractor?
Answer: No. Prevailing wages would only be paid if this project was being funded in whole, or in part, with federal funds.
Question 9: Will soil auger cuttings be drummed by the Contractor?
Answer: Soil auger cuttings will not be drummed.
Question 10: How will residential wells be sampled?
Answer: At the tap (not hooked up to a water softener).
Question 11: Will the 5 monitoring wells be sampled? Assuming the answer is yes, should both the vertical profile samples (from the two 75-foot borings) and the monitoring wells be low flowed?
Answer: Sampling of the 5 monitoring wells will not be the responsibility of the Contractor.
Question 12: Can we assume a number of vertical profile groundwater samples for the two 75-foot borings, like 4 each for a total of 8?
Answer: Yes, a total of 8. The Contractor will collect a grab sample at each vertical profile interval (8 total), after conducting a limited well screen development.
