About this file
This document is a bid amendment providing answers to questions related to Bid Solicitation #19DPP00291 T-2834 for the NJDOT Core CIVSN Electronic Screening System issued by the New Jersey Department of the Treasury Division of Purchase and Property Procurement Bureau. The bid solicitation is for the procurement of an electronic screening system, with vendors able to bid on fixed, mobile, or both technologies. The price sheet instructions require vendors to provide the monthly cost of memberships sold to trucking companies, in addition to annual pricing for the five-year contract term which shall be at no cost to the State. The correct procedure for completing the pricing section is to indicate "No Bid" if not submitting a price, and "No Charge" or "0" if providing an item free of charge.
The revised bid solicitation was issued after the previous RFP 18DPP00214 was cancelled, as all vendors had incorrectly completed the pricing section. This bid amendment clarifies that the State-Supplied Price Sheet will govern pricing, rather than the Items tab in NJSTART, should a vendor use both. The contract opportunity covers the jurisdictions of Mercer County and Trenton City in the state of New Jersey.

Should I check that I have properly completed and attached all of the required documents with my submitted Quote?
Yes. Prior to the Quote Opening Deadline, a Vendor {Bidder} should review the documents comprising the submitted Quote to ensure that all of the required documents have been completed and attached. Oftentimes a Quote is deemed non-responsive because a Vendor {Bidder} fails to attach a required form or attaches a blank form. To review a submitted a Quote a Vendor {Bidder} should log into NJSTART and review each document attached to the Quote submission. Instructions on how to review a submitted Quote can be found in the Quick Reference Guide entitled How to Review a Submitted Quote which is available on the NJSTART Vendor Support Page under Vendor Reference Guides.

4.4.5.2 PRICE SHEET/SCHEDULE ATTACHMENT INSTRUCTIONS (pg. 53)
NJDOT cancelled the previous RFP - 18DPP00214 stating that all Bidders completed the pricing section incorrectly. The Price Sheet Instructions for the new RFP are identical to 18DPP00214, except for requiring Bidders to list the monthly cost of memberships sold to trucking companies for services offered.
The price sheet instructions from both Bid Solicitations are below:
This Bid Solicitation: The Vendor {Bidder} may bid on one or both technologies, if qualified, on the attached price schedule. Annual pricing for each line of the five (5) year term shall be at no cost to the State. Vendor {Bidders} shall provide the monthly cost of memberships sold to trucking companies for services offered, Fixed, Mobile or both. Failure to submit all requested pricing may result in Quote being deemed non-responsive.
Cancelled Bid Solicitation: The Vendor {Bidder} may bid on one or both technologies, if qualified, on the attached price schedule. Pricing shall be proposed on an annual basis for each line of the five (5) year term, and shall be based on the cost of memberships sold to trucking companies. Failure to submit all requested pricing may result in Quote being deemed non-responsive.
Both this Bid Solicitation and the cancelled Bid Solicitation required the Vendor’s {Bidder’s} pricing be based on the cost of memberships sold to trucking companies. The Bid Solicitation was cancelled as all Vendors {Bidders} did not submit pricing based on their membership costs.
The revised Bid Solicitation has an updated State-Supplied Price Sheet that requires Vendors {Bidders} to provide both pricing to the State, which shall be at no cost to the State pursuant to Section 4.4.5.2 of the Bid Solicitation, and the cost of Memberships sold to trucking companies.
4.4.5.3 USE OF “NO BID”VERSUS “NO CHARGE” ON THE PRICE SHEET/SCHEDULE (pg. 53)
Can you confirm that the correct procedure to complete the pricing section is as follows: If the Vendor is not submitting a price for an item on a price line, the Vendor must indicate “No Bid” on the State-Supplied Price Sheet? If the Vendor will supply an item on a price line free of charge, the Vendor must indicate “No Charge” on the State-Supplied Price Sheet? In the event that a Vendor using NJSTART to submit a Quote uploads a State-Supplied Price Sheet and completes the “Items” Tab in NJSTART (instead of entering a Unit Cost of $1.00 as instructed), the State-Supplied Price Sheet will govern.
Yes, these are the correct instructions on how to complete the Price Sheet/Schedule per Bid Solicitation Section 4.4.5.3. “0” is also an acceptable entry for “No Charge.”
