About this file
This document is an attachment related to the state and local contract opportunity T2834 - NJDOT Core CVISN Electronic Screening System in the state of New Jersey, involving the jurisdictions of Mercer County and Trenton City. The document outlines the Core CVISN capabilities required for the design of state screening-related systems, including using commercial vehicle operator (CVO) credential and safety data to support screening decisions, implementing electronic screening at a minimum of one fixed or mobile inspection site, and replicating the electronic screening program at other sites. The document also covers specific design requirements such as following FMCSA guidelines for transponder equipment, using snapshots updated by a SAFER/CVIEW subscription, providing electronic mainline or ramp screening for transponder-equipped vehicles, and using safety and credentials data from various sources.
The pricing terms, set asides, incumbents, funding requirements and sources, and other salient information are not explicitly stated in the provided document. The document focuses on the technical requirements and design specifications for the Core CVISN electronic screening system, rather than the contractual or commercial aspects of the opportunity.

Text version
The Core CVISN capabilities addressed in this table apply to the design of state screening-related systems; they are summarized as follows:
• Use CVO credential and safety data (snapshots) to support screening decisions.
• Implemented at a minimum of one fixed or mobile inspection site.
• Ready to replicate at other sites.
The CVISN Architecture and standards provide the technical framework for any commercial vehicle to be identified electronically via a transponder. The ability to electronically screen transponder-equipped commercial vehicles at one or more fixed or mobile sites is required as part of Core CVISN. As part of Core CVISN, states also must be prepared to replicate their electronic screening program at other sites. The FM CSA strongly supports electronic screening programs.
