About this file
This document is a Questions and Answers amendment for a small purchase bid issued by the State of Illinois, Chief Procurement Office, for the procurement and installation of camper shells for Ford F-150 vehicles intended for the Illinois State Police Special Operations Command. The solicitation (Bid #26-493ISP-ADMIN-B-52565) seeks fifteen fiberglass camper shells in three factory colors: three units in Atlas Blue Metallic, five units in Iconic Silver Metallic, and seven units in Agate Black Metallic. Acceptable manufacturers include LEER, A.R.E., and SnugTop, with equivalent products meeting specifications also considered. The camper shells must feature reinforced fiberglass composite construction with a roof capable of supporting a minimum 200-pound static load capacity, a full rear hatch door with tempered safety glass, lockable side access windows, interior 12V LED dome lighting, and a center high-mounted stop lamp. Installation must be completed or scheduled by June 30, 2026, at locations within a 150-mile radius of Springfield, Illinois, with the bid due date of May 22, 2026.
The Questions and Answers amendment clarifies two critical issues: the specifications for the reinforced roof require fiberglass reinforced composite material construction with a 200-pound minimum static load capacity and do not require Thule Rails or Thule Racks for roof rack compatibility; and the delivery and installation timeline of late June 2026 accommodates manufacturer lead times of 4-6 weeks from suppliers such as LEER, with the requirement that orders be delivered and installed or scheduled for installation by June 30, 2026. Vendors must comply with the State of Illinois Standard Terms and Conditions, including commercial general liability insurance of $1,000,000 per occurrence/$2,000,000 annual aggregate, automobile liability coverage of $1,000,000 per occurrence, and workers' compensation insurance, with the State named as additional insured. A minimum three-year warranty on the fiberglass structure and one-year warranty on hardware and components are required from manufacturers.

The timeframe that the bid-quote is asking for a late June delivery and install will be almost impossible to complete simply because the delivery time from LEER is anywhere from 4-6 weeks alone just on the delivery time frame.
Answer
