About this file
The document is a Questions and Answers (Q&A) file for Bid B-47048, issued by the Illinois Department of Central Management Services for a Joint Purchase Master Contract (JPMC) for light bulb recycling services. The solicitation seeks a vendor to provide comprehensive recycling services for fluorescent bulbs, ballasts, and crushed lamps across Northern, Central, and Southern Illinois regions. The contract will be an indefinite quantity master contract with estimated quantities of boxes and 55-gallon drums, with actual usage potentially varying significantly. A pre-bid conference is scheduled for April 30, 2025, at 1:00 PM via Webex, and the bid submission deadline is May 14, 2025, with electronic submissions required through the BidBuy system. The initial contract term is three years, with a maximum potential contract period of ten years.
The procurement includes a 9% Business Enterprise Program (BEP) goal for recycling and hazardous material services, with an aspirational target of awarding 30% of contract dollars to certified diverse businesses, including an additional 3% target for service-disabled veteran-owned and veteran-owned small businesses. The state requires vendors to handle crushed bulbs as hazardous waste, though no current metal test results are on file. Insurance requirements include $1,000,000 per occurrence for general commercial liability, auto liability, and worker's compensation. Vendors must complete comprehensive vendor disclosure forms and comply with state regulations. Prevailing wage sections are not applicable to this solicitation, and the contract will allow participating governmental units and qualified not-for-profit agencies to be billed separately for their actual share of services.
