QUESTIONS AND ANSWERS POSTED 12/06/2021(2)

AMENDMENT 3 TO OREGONBUYS BID S-63400-00001264

OPRD SOLICITATION NO. 8995

ECONOMIC IMPACT STUDY

The following information is being provided to potential Proposers for clarification purposes in accordance with Section 3.3.2 Questions / Requests for Clarification of the Solicitation Document.

CLARIFICATIONS:

1) QUESTION: Page 12, Section 3.5.2.3, second bullet mentions “survey methodology” as part of the evaluation criteria. Can you please provide more information on the survey that the Commission is seeking as part of this study?

ANSWER: The intention was for this to say “study methodology”. A survey is not required unless it is a part of the Proposer’s study methodology.

2) QUESTION: Page 5, Section 2.4, third paragraph describes the types of organizations included as “heritage.” Is there an existing inventory of heritage sites that would be included in this study that OPRD can provide, or is there any further detail on the scope of sites and organizations that would be included in this study?

ANSWER: We have included a definition on page 4 as “For the purpose of this study, organizations, places, and activities to consider as heritage include, but are not limited to, museums, historical societies, historic cemeteries, historic downtowns, historic properties, historic districts, heritage preservation organizations, and designated heritage traditions.”

OPRD’s Heritage Division does have databases related to various heritage organizations, interests, and designations that have participated in our programs that we would be able to use to generate lists of contacts related to this study.

3) Page 12, Section 3.2.2 references the page limit and provides examples of exempted items. Can you please confirm whether or not section dividers and intentionally blank pages will be counted towards the pages limit, or will they be exempted?

ANSWER: Intentionally blank pages will not be counted towards the page limit. Section dividers containing ONLY the title or number of the section in the proposal will not be counted towards the page limit.
