Question Answer
Is there anything that requires that GS equivalent rates or series and step be paid as long as SCA rates are met or exceeded?
SCA rates are the floor rates (established by DOL, not USAF) for any SCA identified labor category. A contractor must pay at a minimum the SCA rate but can pay employees a higher rate. The GS equivalent rates are not a required floor rate. This rate give the contractor a better understanding of what a government employee, with the same experience, doing the same work would be paid. There is no requirement to pay a floor rate outside of the SCA labor rate requirements.
The government’s specification shall take precedence/priority over any questions/answers response in the event there is a conflict between the former and latter.
