About this file
This is a Questions and Answers document for Project 26-012 related to patching, milling, and resurfacing work on various Douglas County roads. The project involves significant asphalt work including patching (10,000 tons total), milling, and resurfacing of residential and commercial driveways across multiple roads including Dorsett Shoals, Miller Street, E. County Line Road, and Post Road (from I-20 Bridge to Highway 78). The document addresses 21 questions submitted by bidders between March 20 and April 2, 2026, covering technical specifications, work procedures, and project logistics. Key clarifications include confirmation that turn lanes and side roads will be included in milling and paving work, temporary advance warning signs on tripod stands are acceptable, and finished asphalt on roads with curb and gutter should be flush with the gutter lip. The contractor must complete milling for patching on the same day, with profile milling allowed 36 hours before topping application. Patching width must be a minimum of 7 feet to accommodate standard milling equipment, and 4.5mm asphalt should be used for leveling. The contractor is responsible for preserving asphalt curbs and replacing any damaged during work.
Specific work requirements include posting temporary striping within three days (tape acceptable for short-term use) and maintaining awareness of school traffic and pedestrian activity on E. County Line Road near Lithia Springs High School. The county declined to extend the bid due date despite requests for additional time and indicated that patching tonnage distribution across individual roads will remain at the engineer's discretion rather than being provided in advance. A county reference form was made available to bidders, and a bid opening link would be provided closer to the opening date. No information regarding pricing, contract term, funding sources, or award timeline is included in this Q&A document.

Q17 Question: Curb Reveal and Quarter Crown
Regarding roads with asphalt that is currently paved higher than existing curb and gutter, will the contractor only be required to mill the depth required for the final topping to be the same as the current existing elevation at the gutter line? Or, will the contractor be required to mill additional depth (if necessary) to allow the new topping to be flush with existing curb and gutter? If the contractor is required to go deeper, only edge milling, there is a high likelihood that a "quarter crown" will be created, causing the topping to thin significantly at the half way point across the lane (7 feet in from the edge of pavement, edge milling width) since the paver screed is not flexible in the middle where the edge milling will end. With the topping thickness only being 135Lbs/SY, this could be a serious issue.
Answer: The counties goal is to try to get the edge line back to the top of curb however the county of these type issues. Milling is priced per square yard and additional milling may be required.
