About this file

This document contains questions and answers regarding an Invitation for Bid (IFB) for Biomedical Equipment Preventive Maintenance, Certification and Repair Services (PR249016) issued by the California Department of Developmental Services (DDS). The IFB requires certified technicians to perform preventative maintenance, certification, repair, and calibration services for biomedical equipment. The contract term is from July 1, 2024 through June 30, 2027. Bidders must have a minimum of 3 years of experience in maintaining and repairing hospital biomedical equipment and provide references. The IFB includes an equipment list, but it is unclear if the contractor is responsible for "retired" equipment. The contract is to be all-inclusive, and any parts billed cannot exceed 10% above the contractor's cost.

The current contractor and the monetary amount of the existing contract are not provided, and bidders must submit a public records request to obtain that information. The IFB does not require a resident technician on-site, but the technician is expected to be available on an arranged schedule with the project representative. Bidders must provide copies of all required licenses and training certificates with their bid submissions.

QUESTIONS AND ANSWERS FOR IFB BIOMEDICAL EQUIPMENT

PR249016

Regarding Event ID 31047, it requires certified technicians. Please confirm that the certified technician requirement is fulfilled by the CBET certification of our technician. The CBET does satisfy the requirement as long as the certification is current and maintained.

Page 11, Section 33, of EXHIBIT D, SPECIAL TERMS AND CONDITIONS states that the contractor must provide their NPI if the contractor is providing health care services. Since Medi- Tek, Inc. is not providing health care services and will be providing preventative maintenance, certification, repair and calibration services for bio-medical equipment, is an NPI still required?

No, but technicians certification is mandatory. COI is still mandatory also.

Vela Ventilators – Are you still looking at replacing these units because of parts availability? If you are keeping these units, we will need some leniency on parts availability when ordered. If parts for the Vela ventilators cannot be procured in a timely manner then PDC will consider replacement. This will be determined on a case by case basis.

Equipment List

1) Please provide a comprehensive list detailing an accurate depiction of the current Medical equipment, Make, Model, and Serial Number. What is the total amount of equipment included under this service agreement? What is the condition of equipment included in this contract? Equipment was listed in the IFB under document INVENTORY LIST

There are equipment on the list provided that have a “retired” status, is the contractor responsible for those as well? Is there an Excel spreadsheet that is comprehensive and clear? If there is, can you please make sure it’s unlocked and available for editing? N/A

Cost of Parts

2) On Exhibit A, item number 8, there seems to be a discrepancy as conflicting information is provided.

The first and second paragraph talk about the contractor handling the full cost of Maintenance, Labor, and Parts. Whereas, the third paragraph in the same exhibit states, “Prices for parts shall be invoiced at no more than 10% above contractor’s costs, including shipping and handling.” Please Clarify. The contract is to be all inclusive and any parts billed cannot be above noted amount.

Scope of Work

3) Is the contractor expected to have a resident technician on site? If not, are there a minimum amount of days per week and/or hours the technician is required to be on site? No, however a technician is expected on an arranged schedule with project representative

Current Contractor

4) Who is the current contractor? What is the monetary amount assigned to the existing contract?
