About this file
This document is an Addendum to Request for Proposal (RFP) EEOS90724 issued by the California State Controller's Office (SCO) for a Consulting Process Reengineer Contractor. The addendum notifies potential bidders of changes to the RFP, including revisions to the Key Staff Minimum Qualifications (KSMQs) and Key Staff Desirable Qualifications (KSDQs). The main changes are: (1) only one Key Staff member is required to have a Certified Business Analyst certificate, rather than all three; (2) the KSDQ points for Key Staff with a Certified Business Analyst certificate have been increased from 42 to 50 points, with up to 8 points awarded for up to two Key Staff; and (3) the minimum technical proposal score needed to progress in the evaluation has been revised to 206 out of 275 points (75%).
The RFP is seeking a Consulting Process Reengineer Contractor to provide three non-technical skilled business solutions analysts to identify and document business processes for the SCO. There is no incumbent, as this is a new service. The RFP does not specify any funding requirements or sources, but bidders should be aware of the changes to the qualifications and scoring criteria outlined in this addendum.

Questions and Answers
1. Is there an incumbent?
Response: No this is a new service. There is no incumbent.
2. Will the state consider moving the mandatory KSMQ 2 certified Business Analyst certificate (IIBA or PMI) to KSDQ 3 desirable qualifications? Attachment 22
Response: The KSMQ 2 requirement will be adjusted to require at least one analyst be certified. An additional KSDQ will be added for the Business Analyst certificate (IIBA or PMI).
3. If 1 candidate has the KSMQ 2 certified Business Analyst certificate (IIBA or PMI certificate), can the other two not be certified? Attachment 22
Response: The requirement will be adjusted to require at least one analyst be certified.
4. Can additional experience be substituted for certification (such as 10-15 years)? Attachment 22
Response: No, but the requirement will be adjusted to require at least one analyst be certified, not all three.
5. Can additional experience be substituted for the MBA? Attachment 22
Response: There is no requirement for a Master of Business Administration (MBA). This is a Key Staff Desirable Qualification, which if a Key Staff has an MBA, they may receive additional points.
