About this file

This document contains key staff minimum qualifications (KSMQs) and key staff desirable qualifications (KSDQs) for a consulting services contract for business process analysis and re-engineering requested by the State Controller's Office (SCO). The KSMQs require the proposed key staff to have specific experience, certifications, and educational backgrounds related to business process analysis and re-engineering. The KSDQs provide additional points for key staff with more than 5 years of relevant experience and for those with a Master of Business Administration (MBA) degree. Proposers must provide details on the relevant experience of each key staff member, including project names, client names, roles, descriptions of experience, references, and duration of work. Proposals may be deemed non-responsive if the proposer does not provide sufficient details to demonstrate that the key staff meet the minimum qualifications.

The document includes instructions on how to lock cells in the Excel worksheet to prevent proposers from modifying the structure or content of the tables. Proposers are not allowed to copy and paste the provided qualifications into the "Description of Relevant Experience" fields, as that would not provide the SCO with sufficient details to evaluate the proposed projects.

Instructions Instructions for Key Staff Minimum Qualifications (KSMQs):

Proposers shall complete all fields in the tables especially for the "Description of Relevant Experience field, for each proposed key staff, providing sufficient information to allow SCO to validate that the Proposer meets the Key Staff Minimum Qualifications.

Proposers may create copies of the KSMQs worksheet within the workbook if more than one Key Staff is proposed. Proposers must demonstrate that each proposed Key Staff meets each of the Key Staff Minimum Requirements.

Proposers may add additional projects, references, and description of experience as necessary to demonstrate that the required number of years of experience have been satisfied, but Proposers shall not modify the structure or content of the tables.

All experience proposed to meet Key Staff Minimum qualifications must have been provided to an external client that can serve as a reference and not a "client" within the same organization.

For the purpose of assessing Key Staff Minimum Qualifications, one year of experience is defined as 52 weeks of full time work (40 hours per week).

All Projects listed shall not be marked as classified/confidential or non-disclosure agreement (NDA).

Prior to the Proposers using a current SCO State employee as a reference, the Proposer shall contact the SCO Procurement Official at SCOBids@sco.ca.gov to ensure the current State employee is not a member of the Evaluation Team.

Proposers must provide a minimum of one project to satisfy each Key Staff Minimum Qualification.

Proposers MAY NOT copy and paste the SCO provided Key Staff Minimum Qualifications into the Description of Relevant Experience field as they will not provide SCO with sufficient details to evaluate your proposed projects.

If a proposer does not provide a sufficient description of how its key staff meet(s) the Key Staff Minimum Qualification(s), the Proposal may be deemed nonresponsive and rejected in its entirety.
