Performance Work Statement: Collateral Conference Room 162 Upgrade
This Performance Work Statement outlines a technology upgrade project for the AFLCMC Engineering Directorate (EN-EZ) at Wright-Patterson Air Force Base, Ohio. The project requires integration of Microsoft Teams unified communications capability into a Collateral Secret SIPRNET environment within Conference Room 162, Building 28, Area B. The contractor must provide a complete, turn-key solution that enables dual operation with existing legacy VTC equipment during transition, with the new system engineered to function independently after legacy hardware removal.
The specific deliverables include: installation of one 4K-capable web camera mounted on the front wall between two existing 75-inch displays; provision and installation of a tabletop microphone system optimized for MS Teams with accessible physical mute control; audio integration routing MS Teams output through existing displays; replacement of an outdated, end-of-life Crestron rack-mounted controller with a modern processor supporting both MS Teams and legacy VTC systems; and reprogramming of the existing Crestron touch panel to provide an intuitive interface allowing users to select between Microsoft Teams sessions, Legacy GVS VTC system, or PC-based presentation modes. All equipment, software, and configurations must comply with security requirements for SECRET networks, including DISA STIGs compliance and components listed on the DoD Information Network (DoDIN) Approved Products List (APL) capable of achieving Information Assurance (IA) accreditation. Additional details regarding approved products are referenced in an accompanying Bill of Materials (BOM).

Performance Work Statement AFLCMC Engineering Directorate (EN-EZ)
Collateral Conference Room 162
1.0 Background
The U.S. Government requires a technology upgrade for the conference room located at conference room 162 located in Building 28, Area B, WPAFB, OH The purpose is to integrate a modern Unified Communications (UC) capability using Microsoft Teams into a Collateral Secret SIPRNET environment. The room contains existing VTC equipment that is outdated and scheduled for decommissioning but will remain in place temporarily. The new solution must be integrated with certain remaining components while replacing those that are incompatible.
2.0 Scope
The contractor shall provide and install a complete, turn-key solution to enable MS Teams functionality within the designated conference room. The work includes providing and installing a new camera, microphone system, and control system processor, and integrating these components with the existing displays and control interface. The final system must be capable of dual operation, allowing users to select either the new MS Teams capability or the legacy VTC system until it is decommissioned. The solution must be engineered to function independently after the legacy system is removed without requiring rework.
3.0 Specific Tasks
The contractor shall:
• 3.1 Install New Camera System: Provide and install one (1) 4K-capable web camera.
The camera shall be mounted on the front wall, centered between the two existing wall displays.
• 3.2 Install New Microphone System: Provide and install a microphone solution optimized for MS Teams. The preferred solution is a single tabletop device capable of capturing audio from all participants in the room. The device must feature a readily accessible physical mute/unmute control. Ceiling-mounted microphone solutions are not desired.
• 3.3 Integrate Audio: Configure the audio output from the new MS Teams system to be routed through the two (2) existing 75-inch wall-mounted displays.
• 3.4 Replace Control System Processor: Replace the outdated, end-of-life Crestron rack-mounted controller with a modern processor unit that is capable of supporting both the new MS Teams integration and the legacy VTC system.
• 3.5 Reprogram Control Interface: Reprogram the existing Crestron touch panel to provide a single, intuitive user interface. The control panel must allow users to easily select and operate one of the following modes:
• Microsoft Teams Session
• Legacy GVS VTC System
• PC-based Presentation (local display)
• 3.6 System Integration and Dual-Use Functionality: Integrate the new MS Teams equipment with the legacy VTC system to allow for seamless switching between the two. The technical solution must be designed so that the future removal of the legacy VTC hardware does not disable or negatively impact the functionality of the newly installed MS Teams solution.
4.0 Security and Compliance Requirements
All equipment, software, and configurations provided under this contract must comply with all applicable security requirements for operation on SECRET networks. This includes, but is not limited to:
• 4.1 DISA STIGs: The system and its components must be configured in compliance with all relevant Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs).
• 4.2 IA Accreditation: All hardware and software components must be listed on the DoD Information Network (DoDIN) Approved Products List (APL) and meet the requirements for use in a secure environment. The solution must be capable of achieving Information Assurance (IA) accreditation.
