This is a Performance Work Statement (PWS) for full-service maintenance and support of an Eaton 93PM 30 kVA Uninterruptible Power Supply system and associated 144-cell VRLA battery system located at the Fort Yuma Healthcare Center under the Indian Health Service. The contractor must provide manufacturer-certified technician services including annual major preventive maintenance on the UPS system, bi-annual major preventive maintenance on the battery system, emergency on-site response within four hours (available 24/7, seven days per week including Federal holidays), telephone and remote support (7x24 with 30-minute response requirement), and comprehensive parts and labor coverage. All work must comply with Eaton technical standards, Federal Acquisition Regulation requirements, OSHA standards, NFPA electrical safety standards, and HIPAA privacy requirements.
The contract period runs from August 1, 2026 through July 31, 2027 as the base year, with four optional one-year extensions through July 31, 2031. Key deliverables include UPS Preventive Maintenance Service Reports, Battery Condition Reports, Emergency Service Reports, and Annual Summary Reports, all due within specified timeframes (three to fifteen business days depending on report type). Quality assurance metrics require 95% compliance for emergency response time and telephone support response times, 100% annual PM completion, technician certification at 100%, and 95% timely deliverable submission. Invoicing must be submitted electronically through the U.S. Treasury's Invoice Processing Platform (IPP) within 30 days of invoice receipt for payment. The related presolicitation (SS-26-PHX-024) indicates the Government is conducting market research with socioeconomic set-asides prioritizing Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs), with evaluation under the Buy Indian Act.
