About this file

This Performance Work Statement (PWS) details a contract for 100 new submerged traveling screen (STS) accumulators for the John Day-Willow Creek Project at the John Day Lock & Dam in Oregon. The accumulators are critical components for 16 hydropower turbines, helping to equalize pressure in gearboxes while re-routing fish downstream through a juvenile bypass system. The specific accumulator requirements include being a diaphragm type with Hydrin type rubber, 170 CI (2.8 Liter) size, designed for 3600 PSI pressure, with precise dimensional specifications of 6.9in diameter and 10.6in length.

The contractor must submit a detailed work plan, O&M manual, technical drawings, and product data sheets for government approval. Key points of contact are Adrian Mariscal Arellano (Mechanical Engineer) and Travis O'Brien (Chief of Engineering), both from the U.S. Army Corps of Engineers. The contract mandates compliance with USACE Safety and Health Requirements Manual, with zero allowed discrepancies for work plan submission, documentation approval, and accumulator shipment. The contractor is responsible for shipping the accumulators from their facility to the project site and must ensure no interference with government operations.
