INTRODUCTION / BACKGROUND
The Department of Energy, Richland Operations Office, (DOE-RL) manages the Hanford Site working toward protecting the workers, public, and environment by further reducing risk, as well as providing the necessary infrastructure for continued safe and effective cleanup operations, access and use. This is accomplished by work performed by contractors and subcontractors, to ensure the safety of Hanford cleanup.
As a Prime Contractor to the U.S. Department of Energy, Hanford Mission Integration Solutions (HMIS) is responsible for providing direct support to the DOE-RL and its contractors with cost effective infrastructure and site services integral and necessary to accomplish the Hanford Site environmental cleanup mission.
HMIS Maintenance Management Programs is responsible for HMIS general purpose facilities which includes leased facilities. Within the process of leasing or renewing leases, HMIS must put out a Request for Proposal (RFP)to ensure the best decision is made.
1.1 OBJECTIVE
HMIS Maintenance Management Programs requires the services of an experienced subcontractor to provide building option(s) that meet the required facility specifications provided by HMIS. This Performance Work Statement (PWS) is to provide the general requirements for Lessors to be able to propose approximately 33,000 RSF, not to exceed 38,000 RSF of general office space to be located in Richland Washington. The initial term of the lease is anticipated to be 10 years.

Additionally, the subcontractor shall furnish all necessary labor, technical and professional services, supervision, materials, tools, equipment, consumables, and payment of any applicable taxes to perform all operations necessary and required to perform the scope as directed by HMIS
Unless otherwise approved, the subcontractor shall work in accordance with HMIS subcontract requirements, operating policies and procedures and shall be responsible for execution of the work in accordance with the quality standards and requirements specified for assigned project and facility.
Specifically, HMIS requires a subcontractor to provide: A turnkey space of approximately 33,000 Rentable Square Feet (RSF) with sufficient parking for 80 occupants, additional parking for 10 government vehicles and up to 10 visitors at a time. All maintenance, janitorial services, and cost of utilities should be the responsibility of the lessor under the lease. The facility and associated equipment shall be properly designed and meet industry-acceptable standards.
ABOA Useable Square Feet – USF, is generally defined as the space remaining once common areas, lessor areas, and non-programmatic areas required by code are deducted from the rentable square feet (RSF) of the facility.
ABOA USF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code.
Efficient Use of Space Strategy
Space Standards: While space needs can vary depending on mission requirements, at different campuses or even within a facility, HMIS complies with Office of Management and Budget (OMB). HMIS utilizes the average of 180 square feet of usable area per person as the standard for offices and administrative workstations, as specified in the policy memorandum, Establishing a Revised Department of Energy (DOE) Office Space Standard for Future Space Acquisitions and Renovations, December 27, 2016.
