About this file
This Performance Work Statement (PWS) details a glycol line repair and system refill project for Building 1812 (Scott Inn) at Scott Air Force Base in Illinois. The project addresses a critical issue where glycol is back-feeding into the potable water system, which risks improper operation of the multitask chiller and potential corrosion within the cooling tower piping system. The objectives include fully repairing the glycol piping system and restoring it to operational capacity, ensuring effective HVAC operations during cold weather months.
The project requires a comprehensive approach including site assessment, leak detection, system repair, flushing, and refilling. Specific tasks include inspecting the entire glycol system, identifying and documenting leaks, repairing damaged piping and components, disposing of old glycol according to environmental regulations, and refilling the system with a minimum 30% propylene glycol/water mixture. The period of performance is approximately 30 calendar days from the Notice to Proceed, with the contractor required to provide detailed progress schedules and construction milestones for Contracting Officer approval. The work must comply with all applicable standards, regulations, and national codes, with the ultimate goal of maintaining the facility's HVAC system integrity and operational readiness.

PERFORMANCE WORK STATEMENT
Glycol Line Repair and System Refill, Bldg. 1812 Scott Inn
SCOTT AIR FORCE BASE, ILLINOIS
09 September 2025
1 GENERAL
1.1 BACKGROUND
SAFB Lodging is to provide quality lodging facilities and service to authorized personnel in order to maintain mission readiness and quality of life, while keeping official travel costs to a minimum. The facility serves as the main lodging facility for all of Scott Air Force Base and has approximately 284 rooms within six floors. The average annual number of guests that use the facility is approximately 50,000 guests. In May 2025, it was discovered that the glycol piping system in Building 1812 is allowing glycol to back feed into the potable water system. This condition compromises the glycol-to-water ratio, risking improper operation of the multistask chiller. When glycol mixes with city water, a chemical reaction occurs that forms acid, leading to corrosion within the cooling tower piping system. Immediate corrective action is required to avoid system failure and ensure continued building comfort.
1.2 OBJECTIVES
The objective of this Performance Work Statement (PWS) is to outline the requirements for the repair of the glycol piping system and the refill of glycol solution at the Scott Inn, located at Scott Air Force Base, Illinois. This effort is necessary to restore the system to full operational capacity, ensuring effective HVAC operations during cold weather months.
1.3 STANDARDS, REGULATIONS, AND CODES
The work associated with this project shall adhere to all applicable standards, regulations, and national codes, in effect as of this date of this Performance Work Statement (PWS). Compliance does not exempt from additional Scott AFB engineering, environmental or safety directives. This PWS is reviewed by base civil engineering office and confirm policy or local installation guidance requires additional compliance.
2 TASKS AND TECHNICAL REQUIREMENTS
2.1 Site Assessment and Leak Detection
• Inspect entire glycol system, including visible lines, fittings, joints, and pumps.
• Identify and document the source(s) of leaks or failures.
• Provide a written diagnostic report with photos and repair recommendations within 3 business days of initial inspection.
2.2 Glycol Line Repair
• Isolate and repair all identified leaks using industry-standard repair methods and materials.
• Replace damaged sections of piping, insulation, valves, or fittings as required.
• Use piping materials consistent with existing system specifications or as approved by the Contracting
Officer (CO)
2.3 System Flush and Refill
• Completely flush the system of old glycol and debris prior to refill.
• Dispose of used glycol in accordance with federal, state, and local environmental regulations.
• Refill system with a minimum of 30% propylene glycol/water mixture (or per manufacturer/system requirements).
• Bleed air and ensure proper flow throughout the system.
2.4 Testing and Verification
• Conduct system pressure and flow testing after refill.
• Verify system is leak-free and glycol concentration is within acceptable range using a refractometer.
• Provide a test report including glycol concentration, system pressure, and flow data.
3 DELIVERABLES
3.1 Contractor shall provide deliverables as detailed in Task and Technical Requirements unless otherwise noted below.
4 SCHEDULE
4.1 The period of performance (PoP) for this project is approximately 30 calendar days from the date that Notice to Proceed (NTP) is issued. All work must be scheduled to be completed within this timeframe. Any modifications or extensions must be requested through the Contracting Officer (CO) for review and discussion.
4.2 Prior to beginning construction, Contractor shall provide the CO construction milestones in sufficient detail to accurately identify all phases/disciplines of work to be performed as detailed below:
4.2.1 Contractor shall provide detailed progress schedule including completion percentages for each line item.
4.2.2 Contractor shall provide a general construction schedule, showing, at a minimum, the critical path items.
4.3 Construction may be authorized by the Contracting Officer upon acceptance and approval of the schedule and equipment/material submittal approvals.
