About this file
This is a Performance Work Statement (PWS) for wastewater removal services at Pu'uhonua O Honaunau National Historical Park (PUHO) in Honaunau, Hawaii. The contractor must provide sewage removal and disposal services including biweekly portable toilet pumping at the Keokea Picnic Area (five toilets) and annual holding tank pumping at the Wastewater Treatment Facility (one 16,000-gallon tank). The park receives over 450,000 visitors annually and requires consistent, reliable service to maintain restroom availability. Portable toilet services must be performed twice weekly on the same days each week at park-approved times between 5:00 a.m. and 4:00 p.m. Hawaii Time, Monday through Saturday, excluding Sundays and federal holidays.
The contractor is responsible for all labor, equipment, supplies, permits, licenses, and insurance necessary to perform services, including pumping operations, waste transportation to authorized treatment facilities, and proper disposal in compliance with Federal, State, and County regulations. Service requirements include complete wastewater removal, refilling units with biodegradable non-formaldehyde solution, cleaning and disinfecting interior surfaces, restocking toilet paper (minimum two rolls per unit, made from recycled materials), and immediate reporting of spills exceeding five gallons. The contractor must maintain equipment in good operable condition, develop and implement a Quality Control Plan with checklists, designate a contract manager available during business hours, and ensure contractor personnel present a neat appearance with company identification. Performance is measured by allowing no more than three missed scheduled services per year, validated through 100% NPS inspection. The contractor must comply with all OSHA safety requirements, prevent damage to natural resources and historically significant sites by using only designated roads, meet invasive species prevention standards through vehicle and equipment cleaning and inspection protocols, and maintain park security by securing gates after access.
