About this file
This is a Performance Work Statement (PWS) for a Keysight F8800A PropSim Channel Emulator support subscription contract. The PropSim Channel Emulator is essential equipment for the Transformation Decision Analysis Center (TDAC) Electronic Warfare Analysis Division (EWAD) Radio Frequency (RF) Communications Laboratory at Aberdeen Proving Ground (APG), enabling analysis of Multiple Input Multiple Output (MIMO) communication systems. The equipment has been out of calibration for six years and exhibits pre-failure signs, requiring comprehensive service to address accumulated maintenance needs.
The contract requires one responsible contractor to perform software upgrades and support, technical support, calibration, and hardware diagnosis and repair on the PropSim Channel Emulator located in building 6007 at APG. The service package has a one-year period of performance from contract execution. The contractor shall deliver all updates and upgrades via email or mail to the Technical Point of Contact (TPOC) Timothy Szekerczes (timothy.m.szekerczes.ctr@army.mil) or alternate TPOC Jermaine Dunham (Jermaine.a.dunham@army.mil), and does not require physical facility access. The contractor must participate in quarterly status meetings with the TPOC and Contracting Officer to discuss contract progress, contractor performance, and any issues or anticipated problems. The associated federal solicitation (W911QX26QA0186) indicates this is a sole-source acquisition with Keysight Technologies, Inc., awarded as a Firm Fixed Price (FFP) contract through the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground.
