1. GENERAL

The US Army Garrison at West Point requires a properly licensed and certified contractor to perform annual inspections to include Preventative Maintenance Inspections - and - Load Testing on various lifting devices (see Paragraph 10 for a complete list). The contractor is to supply all materials, equipment, and personnel to perform various load tests on installed overhead lifting devices to include a gantry and necessary hardware to attach a lifting device to the gantry as required. Due to liability issues, contractors are not permitted to utilize any lifting devices (man lifts and like items) owned by or in use by the United States Army at West Point or Stewart IAP, 2nd Aviation Detachment for access to overhead cranes or hoists. All devices shall be inspected, serviced, tested, and certified in accordance with the manufacture’s specifications and the OSHA 29 Part 1910.179 and / or the most current regulations governing such tests.

If there are any questions as to the proper test and / or requirement, the contractor shall consult with the applicable Department of Public Works (DPW) Contracting Officers Representative (COR) for clarification. All devices are located at the United States Army Garrison (USAG), West Point, NY

10996 and Stewart International Airport, Newburgh, NY. 12550.

1.1 INSTRUCTIONS

The Contractor shall adhere to the instructions given by the COR either verbally or in writing. The instructions will include a date by which the Contractor must respond. Contractor responses shall be said to the COR, who will then coordinate, accompany, and observe contracting personnel during work activities. All work shall conform to referenced state and federal regulations.

1.2 OPERATING HOURS

Contractor shall perform all scheduled services during normal duty hours (8:00 a.m. - 4:00 p.m.), Monday thru Friday, excluding Federal Holidays.

1.3 PERSONNEL

The Contractor shall provide a work force possessing the skills, knowledge, and training to satisfactorily perform the services required by this contract. Personnel performing work under this contract shall remain employees of the Contractor and will not be considered employees of the

Government.

1.4 CONDUCT OF PERSONNEL

The KO may require the Contractor to remove from the job site, any employee working under this contract for reasons of misconduct, security, or if found to be or suspected to be under the influence of alcohol, drugs, or another incapacitating agent. Contractor employees shall be subject to dismissal from the premises. Contractor employee dismissal shall not relieve the Contractor of the requirements to provide sufficient personnel to perform work under this contract, nor shall it allow the

Contractor to submit work late.

1.5 IDENTIFICATION

The Contractor shall provide an identification badge for each employee performing services under this contract. The identification badges shall contain the Contractor’s name, employee’s name, contract number and project description. Each Contractor employee shall conspicuously display on their person the identification badge while performing work under this contract.

1.6 ANNUAL INSPECTIONS-PREVENTATIVE MAINTENANCE

Each device listed shall be inspected annually for serviceability and preventative maintenance performed. Preventative Maintenance is intended to encompass minor repairs to include removal and or replacement of nuts, bolts, clamps and related items, cleaning, lubrication, servicing, and adjustments that should be performed during an annual inspection. The details of such inspections should be IAW the manufacturers prescribed manuals, OSHA requirements and or industry standards in lieu of or in the absence of OEM literature. As a minimum, the following items should be inspected: Hoisting and lowering mechanisms, Trolley and bridge travel, Limit switches and safety devices, Structural members, Bolts or rivets, Sheaves and drums, moving parts such as bearings, shafts, gears, rollers locking and clamping devices, Fuel, electric or other power plants, Chain-drive sprockets, Crane and hoist hooks, Electrical controllers, limit switches and push button stations, Slings (wire, metal mesh, fiber mesh, rope, etc.) Specific inspection items may vary depending on the type of crane being inspected. It is the responsibility of the contractor to ensure the manufacturer’s specified inspection checkpoints are covered during the annual PM Service. The annual PM is not to be used for major repairs. If during an inspection a defect is found that exceeds the above statement with respect to minor maintenance, then that defect shall be reported to the COR. COR will notify the respective Branch/Shop Chief of any repairs needed. The shop chief is responsible for scheduling any required maintenance actions that are beyond the scope of this award. The COR shall also be notified as soon as possible of the out of service condition or defects. If an item is found to be unsafe for operation, then that item shall be properly tagged as out of service. The contractor shall not be reimbursed for any out-of-scope work.

1.7 LOAD TESTING

All lifting devices shall be load tested annually except for The NILES 20 Ton Crane located in Building

604. The Niles 20 Ton Crane shall be tested once every five (5) years and that will take place in the base year of contract.

All load tests shall be performed IAW prescribed standards as specified by the OEM literature, OSHA standards and any other recognized guidance. The lift shall not exceed the rating of the device being lifted. The contractor is to provide a calibrated scale attached between the lifting device and the loads to be tested to ensure parameters are not exceeded. In the absence of scale, certified weights shall be used.

Loads shall be maintained for at least fifteen (15) minutes or as indicated by CFR 29, Part 1910.179, with no indication of stretching or fatigue of cables or chains. All lifting devices tested shall be tagged with a metal tag that is engraved or stamped indicating when the test was completed and the next test date due. Any lifting devices that fail any inspections, shall be red tagged OUT OF SERVICE. The COR shall be notified as soon as possible of the out of service condition.

2. AREA INFORMATION

USMA is a college campus with a full range of academic, social, and athletic activities. West Point is also a military installation and a national tourist attraction. West Point is a community for over one thousand five hundred (1,500) military personnel. This community has many recreational areas such as

Lake Frederick located near Central Valley, and Round Pond. USMA is located just fifty (50) miles north of New York City, along the west bank of the Hudson River.

3. PERIOD OF PERFORMANCE

Contract will be composed of a Base Year with 4 Option Years.

4. DEFINITIONS

• Contracting Officer (KO): A person duly appointed with the authority to enter and administer the contract on behalf of the Government.

• Contracting Officer Representative (COR): An individual, designated in writing by the

KO, to act as an authorized representative of the KO to perform specific contract administrative functions within the scope and limitations as defined by the KO.

• Contractor: The individual and/or business performing the work described in this SOW. The

Contractor is responsible for the proper completion of project activities in accordance with these contract specifications even where a subcontractor has been retained to perform the actual maintenance task.

5.0 ANNUAL INSPECTIONS-PREVENTATIVE MAINTENANCE

6. QUALITY CONTROL

The Contractor shall submit a Quality Control Plan outlining their methods to assure the quality of their services.

7. REPORTING DOCUMENTATION

A detailed report shall be provided in writing from the contractor to the COR, as to conditions and test results of each device. The report shall include the name/model, location (Building number) and size of the unit tested. The report shall also provide the test date, condition, pass or failed indication and recommendations to the Government, as to replacement or repair if needed.

8. SUBMITTALS

The Contractor shall submit the following with their Bid/Proposal:

• Company qualifications to perform this work (Project Descriptions, Certifications, Licenses, etc.).

• Qualifications, Certifications and Resumes of the personnel who will be performing the Work.

• Examples of the Inspection and Testing Checklists and Reports proposed to be used for this Work.

• Proposed schedule for completing the Scheduled (Type 1) portion of the work.

9. SCHEDULING

The COR shall coordinate with the contractor as to priorities for PM’s and Load Tests. A priority will be given to cranes and hoists with expired inspections or soon or to be expired inspections. The load tests may be performed in conjunction with the Annual Inspection / PM.

10. LOCATIONS OF CRANES & HOISTS

The Cranes and Hoists that are to be inspected and tested are listed below. Specific locations and access information shall be provided to the Contractor by the COR at the time of award.

10.1 BUILDING 604 (POWER PLANT) – WEST POINT, NY 10996:
