Performance Work Statement Fire Truck Mechanic Training Program
1.0 INTRODUCTION
The mission of the Naval Facilities Engineering Command Midlant is to provide the support required to enable our war fighters to succeed in their missions. We are responsible for leadership in facilities acquisition, installation engineering/support, and Seabees contingency engineering required by the Navy and Marine Corps team. With a commitment to delivering products and services interdependently, we offer customers a single focal point for a range of cost-effective choices to achieve their desired outcomes.
2.0 REQUIRING ACTIVITY
NAVFAC MIDLANT Public Works Department Transportation Branches
3.0 DESCRIPTION
Due to the ever continuing change and advancements in firefighting technology and the complexity of fire response equipment NAVFAC MIDLANT in conjunction with Navy Region Mid Atlantic Fire and Emergency Services (NRMA F&ES) requires the Contractor to provide current industry training on various types of fire apparatus and equipment.
4.0 BACKGROUND
Fire truck repair has become a major issue over the last few years due to neglected or postponed maintenance of Fire Department assets. There was roughly 2 million dollars’ worth of fire truck repairs on contract actions in FY24 alone. To help address this issue there is currently a Fire Truck Repair & Maintenance Contract being worked through the NAVFAC Acquisitions Department; however, due to the emergency response nature of the equipment and the direct effect that the equipment has on fleet wide readiness, we should not solely rely on an outside Contractor to maintain the Navy Fire Department Fleet. In response to this requirement the PWD Transportation Shops are taking on more responsibility in maintaining and repairing Fire Department equipment. This brand specific training will educate NAVFAC MIDLANT PWD Transportation employees with the knowledge and skills needed to maintain and repair issues that are faced when managing a fire truck fleet and it will also equip them to combat the issues that arise from an aging fire truck and equipment fleet.
