About this file

This is a Performance Work Statement (PWS) for Laundry and Dry-Cleaning Services at Spangdahlem Air Base in Germany, effective March 2026. The contractor must provide all management, supervision, personnel, equipment, materials, tools, supplies, and transportation necessary to perform laundry and dry-cleaning services for the 52nd Force Support Squadron, including two authorized users: Club Eifel and Lodging facilities. All services must comply with German Industrial Standards RAL-GZ 992/1 (Household and General Laundry Items) and RAL-GZ 992/3 (Food Service Laundry). The standard turn-around time is 24 hours or one working day, with items picked up Friday returned by Monday. Pick-up and delivery occur Monday through Friday, 0800-1200 hours at four designated locations: Club Eifel (Building 500), Lodging Buildings 38 and 520, and TLF Building 409.

The PWS specifies comprehensive performance requirements including processing of 22 different item types (ranging from baby crib sheets to chair covers) with annual workload estimates detailed in Appendix B. Non-reimbursable repairs include rips, tears, seams, holes up to five centimeters, broken zippers, and missing buttons; however, lodging and TLF linens and towels cannot be repaired. The contractor must furnish linen carts and bags in sufficient quantities at each location. Performance thresholds require 100% compliance with German Industrial Standards, 98% proper packaging, 98% correct quantities returned, and no more than two late pick-up/deliveries per month. Monthly invoicing occurs by the first business day of the following month. German holidays are non-service days, while American holidays receive limited service for lodging and TLF only. The contractor must obtain security documentation for all personnel, including USAFE Forms 19 and 79 and German police certificates.

PERFORMANCE WORK STATEMENT

FOR

LAUNDRY AND DRY-CLEANING SERVICE

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION. The contractor shall provide all management, supervision, personnel, equipment, materials, tools, supplies, transportation, and other items necessary to perform "Laundry and Dry-Cleaning Services", including pick-up and delivery of all items to be serviced for the 52nd Force Support Squadron, and authorized users stated in this Performance Work Statement (PWS) located at Spangdahlem Air Base.

1.1. SPECIFIC REQUIREMENTS.

1.1.1. Spangdahlem Air Base. All laundry and dry-cleaning services performed by the contractor shall meet the "Gütezeichen RAL-GZ 992/1 German Industrial Standard for Haushalts- und Objektwaesche, (Household - and General Laundry Items) and "Gütezeichen RAL-GZ 992/3 Wäsche aus Lebensmittelbetrieben” (Food Service Laundry) and should be processed in accordance with commercial standards.

1.1.2. Packing of Clean Laundry. After all items have met the pertinent cleanliness standards as listed in paragraph 1.1.1, items shall be bundled, folded, placed on hangers, tied, and/or grouped, and wrapped with clear plastic film as stated in Appendix B.

1.1.3. Turn-around-time. Turn-around time for all items under this contract is twenty-four (24) hours or one (1) working day and/or the next delivery day in accordance with Appendix A, paragraph 2. This does not include the pick-up day. The pick-up day is considered a driving day not a washday. This will enable the contractor to have one full day to launder all items.

Items picked up on Friday must be returned on the following Monday, except as noted in paragraph 1.4.

1.1.4. In the event, listed items require an extended turn-around time, the contractor must inform Quality Assurance (QA) personnel of the same.

1.1.5. Non-Reimbursable Repairs. All laundry serviced under this contract shall be repaired to include rips, tears open seams, holes (up to five (5) centimeters in length), broken zippers replaced, and damage caused by contractor processing.

This is accomplished by using thread and materials of the same quality, color, colorfastness, and texture as that used in manufacture of the articles. Exception: Lodging/TLF linens and towels can NOT be repaired since this operation requires high standards as a hotel operation. The contractor shall replace all missing buttons (with buttons) of matching color and similar appearance and quality. Such repairs and replacements are performed at no additional cost to the government and called "Non-reimbursable Repairs".

1.1.6. Cleaning. The contractor shall not clean items that are not listed in Appendix B-Estimated Workload Data. If non-listed items are found, they will be bagged and returned un-cleaned to the using agency or agencies. The contractor shall not be reimbursed for such items. A modification to the Laundry Contract shall be executed before the contractor is authorized to launder/process additional item(s) not listed in Appendix B.

1.1.7. Unsatisfactory Performance. All unsatisfactorily laundered items under this contract shall be re-cleaned and returned at no cost to the government within 48 hours after notification. Government personnel shall separate unsatisfactory items from new laundry by placing the items in a bag and completing a separate count sheet that is marked "Re-perform" at the top.

The total number of items to be re-performed per month shall not exceed twenty (20) pieces. Any additional re-performed items shall be counted as a defect and a deduction shall be made from the contractor's invoice for the total number of items re-performed, not later than the following month.

1.1.7.1. Heavily Soiled/Stained Linen. Heavily soiled/stained linen will be identified by either party and placed in a separate bag. Contractor shall re-perform any heavily soiled and/or stained items only one (1) time. The QA will determine if the linen was soiled/stained by the customer or the contractor.

1.1.8. Counting Items. The QA personnel at each location shall count the number of items to be laundered prior to pick-up.

The contractor shall verify the quantity at time of pick-up and sign the Count Sheet. The signature constitutes agreement with the government counts. The contractor shall receive the originally signed count sheet, and the QA personnel shall retain a copy of the same.

1.1.8.1. The contractor shall record the quantity of laundered items returned in the count sheet/delivery ticket. The contractor and QA personnel shall verify the quantities at the time of delivery by signing the count sheet. The contractor shall receive the originally signed count sheet and QA personnel shall retain a copy of the same.

1.1.8.2. The contractor shall ensure the correct items and quantities are returned to the location they were picked up on the next scheduled pick-up/drop-off date.

1.1.9. Billing and Invoicing. The contractor shall perform all clerical and bookkeeping functions to provide accountability for billing and inventory.

1.1.10. On a monthly basis, only one (1) itemized invoice (listing the item quantities and charges by location) will be forwarded by email to the 52nd Force Support Squadron; Lodging Accountant, Club Manager and 52fss.fsrblnaf@us.af.mil. All invoices shall be sent no later than the first business day of the following performance month. Any differences between activities and the contractor's counts shall be discussed for resolution within the first week of the next performance month. Failure to do so may prevent timely payment for service provided.

1.2. Quality Control. The contractor shall develop and maintain a quality program to ensure “Laundry & Dry-cleaning Services” are performed in accordance with commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum, the contractor shall develop quality control procedures, addressing the areas identified in paragraph 2, Services Summary.

1.3. Quality Assurance. The government will evaluate the contractor’s performance by conducting weekly inspections, the Customer Complaint system, and the contractor's quality control program.

1.4. Hours of Operation. Pick-up and delivery times of items will be accomplished on Monday through Friday 0800 to 1200 on normal business days, except on recognized German holidays. Limited service will be required on recognized American holidays and Wing down days, family days, and Contingency Appreciation Day (CAD) days. Chief QA will notify the contractor at least one business day in advance of any closure. Delays may be expected occasionally during Wing exercises, deployments, and contingencies. Contractor will not be held responsible for delays caused by these circumstances, nor will they be provided additional compensation for such delays.
