About this file
This is a Performance Work Statement (PWS) for a comprehensive baseline assessment, inventory, and upgrade scoping project for the Vindicator Intrusion Detection System (IDS) and Access Control System (ACS) infrastructure at Eielson Air Force Base (EAFB), Alaska, and associated Geographically Separated Units (GSUs). The project title is FY26 Vindicator Intrusion Detection System (IDS) Base-Wide Assessment, Inventory, and Upgrade Scoping, with an expected contract award date in April 2026.
The contractor shall deliver five primary tasks over a 180-day performance period: (1) Project Management and Coordination, including development of a comprehensive Project Management Plan with Plan of Action and Milestones (POA&M), risk management plan, and communication plan; (2) Comprehensive Assessment and Baseline Inventory, documenting all current IDS/ACS components, lifecycle status, network infrastructure (legacy copper versus modern fiber), vulnerabilities, and physical/network capacity requirements for full system head-end replacement; (3) Site Surveys and Expansion Scoping, including physical surveys for Munitions & Airfield coverage, Cameras & Optical solutions (License Plate Readers upgraded to 1080p or 4K), and Specialized Access Control evaluation; (4) System Design, Engineering, and Integration Planning (IDP) incorporating the V6 Vindicator platform, hardware scoping (appliances, keypads, workstations, servers, sensors, controllers), network integration with fiber optic cabling in legacy copper areas, facility configurations with specialized viewing permissions, and DoD Risk Management Framework (RMF) and DISA Security Technical Implementation Guides (STIGs) compliance; and (5) Sparing and Maintenance Strategy, establishing baseline inventory requirements for critical failure points including Vindicator V5 IDS, V5 ACS, and AES-1500f components. Deliverables follow a phased approach: Project Management Plan (15 Days After Contract Award), Site Survey & Inventory Report (45 Days ACA), 30% IDP (60 Days ACA), 60% IDP (90 Days ACA), 90% IDP (120 Days ACA), and 100% Final IDP with Statement of Work and locked Bill of Materials including market pricing (150 Days ACA). The Government requires minimum ten business days for review at each design stage, with contractor correction and resubmission required within five business days at no additional cost if deliverables are rejected. Performance objectives include 100% on-time submission with no more than one late meeting or report per month, zero critical operational sites missed in surveys with 95% technical accuracy in reporting, timely IDP delivery with government-directed corrections completed within five business days, BOM pricing reflecting current market rates with 100% compliance to Original Equipment Manufacturer (OEM) lifecycle standards, and zero unauthorized Controlled Unclassified Information (CUI) disclosures with 100% adherence to photography and STIG protocols. Security requirements mandate DD Form 254 applicability, contractor personnel requiring Secret or Top Secret/SCI clearances for restricted area surveys with continuous escort by cleared government personnel, prohibition on personal photography or electronic recording devices without explicit written authorization and official Base Photography Pass (AF Form 833), treatment of all project data as CUI with secure DoD-approved transmission methods, and full compliance with DISA STIGs for all system architectures and configurations. Applicable regulations include DAFI 31-101 (Integrated Defense), AFA4S GENADMIN 2024-09-05 (IBDSS Guidance), AFI 31-101 Section 5.3 (Physical Security Systems), AFI 31-102 Section 3.5.2 (IDS Requirements), AFI 91-204 Section 4.2 (Explosive Safety), AFI 36-3208 Section 5.3 (Financial Management), AFI 32-106 Section 4.2.3 (Information Management), and ICD-705 (SCIF/SAP Physical Requirements). The Government shall provide facility access, existing facility blueprints/as-built drawings and network topologies where available, and points of contact for coordination. Days 151-180 of the performance period are reserved for final Government review, acceptance, and contract closeout.
