PERFORMANCE WORK STATEMENT (PWS)

FOR

FULL SPECTRUM READINESS TRAINING & EXERCISE PLANNER

AT

JOINT BASE ANDREWS – NAFW, MD

1 DESCRIPTION OF SERVICES: The contractor shall provide all management, tools, supplies, equipment, and labor necessary for a Full Spectrum Readiness Training & Exercise Planner. The planners will be responsible to planning and execution of readiness training events and assist in crisis action team response operations in the Plans and Program Office. The planners will develop, review, and revise plans to support real world contingencies and military training/exercises. The planners will plan, review, coordinate, evaluate, and integrate actions required to support current and future operational missions of the 316 WG. These missions include but are not limited to state funeral operations, Defense Support to Civil Authorities (DSCA), deployment readiness, humanitarian support, and emergency/contingency response events. The planners will assist the crisis action team director with administrative functions for operating the CAT upon activation by the 316 WG/CC.

1.1 PERIOD OF PERFORMANCE: Performance period for this contract will be no more than 15 days from the date of award and will run continuously for 12 months with the provision for three options of this contract for an additional 12-month period with each option used.

1.2 SPECIFIC REQUIREMENTS

1.2.1 The contractor must provide planners with expertise relating to the planning, developing, executing, and assessing of exercise and training events focused on full spectrum readiness and demonstrating a participant’s ability to survive and operate in a contested environment. The events must be planned and executed to the standard of Homeland Security Exercises and Evaluation Program (HSEEP), AFI 90-201, and DAFI 10-2501. Activities include but are not limited to, realistic scenario planning, development, implementation, and execution of exercise and training controls; development, management, and execution of items in the Master Scenario Event List; development, management, and execution of learning objectives, etc. The planners will be expected to closely monitor the execution of any planned readiness training event or exercise.

1.2.2 The contractor must provide planners with familiarity in assisting a military unit to execute its annual training cycle and all associated data and documents, maintaining personnel training requirements, and scheduling/managing collective and classroom readiness and CBRNE training.

1.2.3 The contractor must provide planners with familiarity in the most current force deployment model, the military decision making process, and troop leading procedures. The contractor must provide a planner capable of creating Warning Orders, Execution Orders, and Fragmentation Orders in support of planned exercises and training events.

1.2.4 The contractor must provide planners capable of participating in planning and synchronization meetings and be knowledgeable of air force military organization and operations. The planners should be skilled in all aspects of communications for briefings, presentations, and classroom instructions. The planners will be expected to coordinate and assist 316 WG Plans and Programs in other operational missions not directly tied to readiness (i.e., state funeral operations) as mission requirements dictate.

1.2.5 The contractor must provide planners capable of trend and data analysis as a part of identifying training deficiencies, tracking unit training currency and capturing lessons learned for base-wide events (operational/training). These lessons learned will be maintained by the contractor in a digital repository within 316 Wing Plans and Programs. The planners should be skilled in the use of Microsoft Office presentation, word processing, spreadsheet, and collaboration applications. The planners will be required to present lessons learned after each event and maintain them in a digital repository.

1.2.6. The contractor must provide planners capable of working longer hours during training and exercise events (up to 12 hours and have the capacity to work evening shifts and weekends if planned events require.

2 GENERAL INFORMATION:

2.1 HOURS OF OPERATION: Contractor Personnel shall be readily available 7 days a week at the site from 0600-2000. Concessions are made for religious holidays, at the discretion of the US, when it does not interfere with operations.

2.1.1 Emergency Services: On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours described above.

2.2 Removing objects from refuse for personal use is unauthorized. Contractor Personnel may request items through unit designee. Violations are grounds for termination.

2.3 At no time, without authorization, will a Contractor Personnel purchase any items from the local economy for any US Personnel.

2.4 Standards of Conduct: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander.

2.5 Security Requirements: Contractor shall adhere to current installation security policies.

2.6 The contractor shall provide a planner that is a US Citizen and can read, write, and speak English fluently.

2.7 RECORDS: The contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in this PWS or required by the provisions of a mandatory directive.) If requested by the Government, the contractor shall provide the original record or a reproducible copy of any such record within five (5) working days of receipt of the request.

2.8 Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel. Personnel may require a safety vest, protective gloves, cold weather gear, wet weather gear, and safety glasses on occasion in the performance of their duties.

2.9 SPECIAL QUALIFICATIONS:

2.9.1 The contractor must provide planners (2) that meets the below qualifications:

2.9.1.1 4+ years of experience with exercise, drills, and tabletop planning

2.9.1.2 4+ years of experience with training plans

2.9.1.3 A Secret Clearance

2.9.1.4 Bachelor of Arts Degree or Bachelor of Science Degree

2.9.1.5 Prior Military experience is preferred with experience in Readiness & Emergency Management to include CBRN training to a subject matter expert level.

2.9.1.6 Ability to take an exercise from the concept phase and then plan, prepare for, execute, lessons learned, and maintained in the digital repository of completed exercise After Action Reports (AARs)

2.9.1.7 HSEEP Certified

2.10. Contractor Manpower Reporting

2.10.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for FULL SPECTRUM READINESS TRAINING & EXERCISE PLANNER via a secure data collection site.

2.10.2 Department of Defense (DoD) contractors will began reporting FY 2020 manpower data under applicable service contracts in the Service Contract Reporting (SCR) section of the System for Award Management (SAM) (http://sam.gov) to support the requirements of title 10, U.S.C, section 235 and 2330a. The former DoD Enterprise Contractor Manpower Reporting Application was retired June 2020, in preparation for this transition to SAM.

2.10.3. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the SAM help desk.”

3 SERVICES SUMMARY:

Contribute expertise towards planning, developing, executing, and assessing of exercise and training events focused on full spectrum readiness and demonstrating a participant’s ability to survive and operate in a contested environment.

1.2.1 Provided for a minimum of 3 exercises and 6

training events as defined by the 316th Wing Readiness Training Plan. Completion rate of 95% for training and exercises with fewer than 10 noted deficiencies.

Provide familiarity in assisting a military unit to execute its annual training cycle and all associated data and documents, maintaining personnel training requirements, and scheduling/managing collective and classroom readiness and CBRNE training.

1.2.2 Provided for a minimum of 3 exercises and 6

training events as defined by the 36Wing Readiness Training Plan.

Provide familiarity in the Air Expeditionary Force deployment model, the military decision making process, and troop leading procedures. The contractor must provide a planner capable of creating Warning Orders, Execution Orders, and Fragmentation Orders in support of planned exercises and training events.

1.2.3 Provided for a minimum of 3 exercises as defined

by the 316th Wing Readiness Training Plan.

4 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES:
