Pearl Harbor National Memorial Install Mini-Split AC System in Two Offices at the Maintenance Shop

PERFORMANCE WORK STATEMENT

Purpose/Project Background:

This project is located at the Maintenance Shop at Pearl Harbor National Memorial (the park), 1 Arizona Memorial Place, Honolulu, HI 96818. See attached Site Location Map and area of potential effects (APE). The purpose of this project is to expand the office capacity of the Maintenance Shop at Pearl Harbor National Memorial by conditioning the air in and creating two more offices.

Statement of Work:

The park’s Maintenance Shop was built back in the mid-1980’s with only one air-conditioned office and the requirements for supervisors and craftsmen to perform routine office work has changed considerably. The project will include the purchase and installation of a ductless mini-split dual zone air conditioning system in two rooms not currently conditioned in order to convert them to office space. The contractor will furnish labor and materials to install (2) wall‐mounted air handlers and a dual zone condenser with corrosion coating for the Maintenance Shop as follows:

(1) wall‐mounted air handler to be installed in Ray's old tool storage (Todd’s new office, 120 square feet),

(1) wall‐mounted air handler to be installed in Server/Electrical room, 110 square feet,

(1) condenser to be installed behind building on customer‐supplied plastic pad.

Note: the contractor will not be responsible for creating any openings during installation. Any wall coring/cutting will be done by park personnel. A general building permit is not required for work on National Park Service (NPS) or Navy land.

The project site, rooms, will not need to be open to staff during construction, but the work should be accomplished as quickly as possible in order to minimize staff disruption. The rest of the building will remain open to staff use during the project. The contractor shall conduct their operations to ensure the least inconvenience to the staff. The project site is accessible as outlined on the attached Site Location Map.

General Information:

Period of Performance: The work will begin as soon as the contractor can schedule it, but preferably to begin and end this summer over a one-month period.

Working Hours: Regular work hours shall be limited to daylight hours from 6am to 5pm Monday through Friday, excluding government holidays. Work outside regular hours requires prior approval from the Contracting Officer.

Property Damage: The Contractor is required to report missing, lost, stolen, or damaged property occurring within the park. This report must be made to a Law Enforcement Ranger (Ranger Biddle, 808-422-3321) or Park Dispatch at 808-985-6170 at the first available opportunity.

Resource Protection: Dust and debris must be contained within the work site using plastic sheeting, vacuums or similar during all work to ensure the rest of the building and existing landscaping are not contaminated with debris during installation.

Safety Requirements: The contractor is expected to provide adequate training to all contractor personnel to ensure prompt and efficient application of first aid, as well as provide personal protective equipment (PPE) that meets applicable OSHA and ANSI standards for all contract employees. Hazardous materials must be stored in accordance with manufacturer’s and OSHA recommendations and MSDS must be maintained onsite for each chemical used on the jobsite. Immediately report all spills of hazardous materials to the COR and Contracting Officer.

All work shall be done in accordance with the guidance for working in a COVID-19 environment from the Centers for Disease Control and Prevention (CDC) and State public health authorities.

Quality Control/Assurance: The contractor is responsible for all quality control to guard against defects and deficiencies in the work. Inspect and test work as needed to ensure that the quality of materials, workmanship, construction, finishes, and functional performance comply with applicable specifications, drawings, building codes and standards. The contractor shall develop and maintain a quality control program to ensure the services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent and ensure nonrecurrence of defective services The Government will evaluate the contractor’s performance in accordance with this Performance Work Statement to monitor performance and ensure services are received.

The contractor is responsible for examining the project area and site facilities and verifying compatibility between existing conditions and this statement of work. The contractor should take field measurements or conduct surveys to verify dimensions before fabrication or installation. All systems or components shall be installed according to the specifications, manufacturer’s recommendations, permit conditions (where applicable), and local, State, and Federal codes, standards, and regulations. All systems or components shall be complete and operable as confirmed and accepted by the COR. Upon discovery of defects or damage of new work or to existing facilities damaged by new work, repair or replace damaged systems or components and restore substrates and finishes at no additional cost to the Government.

Cleaning: Clean the project site and work area daily. Keep site free of waste and debris in proper containment. Properly dispose of all waste and debris offsite. At the completion of the work, clean all surfaces and remove all waste materials, trash, tools, equipment, machinery, and surplus items from the project site and legally dispose of all waste items.

Post-Installation Submittals and Training: Submit three (3) hard copies (in D-ring binders) and one (1) electronic copy (PDF and editable files) with all applicable operation and maintenance information including but not limited to a 1) preventative maintenance schedule for all major components, 2) operating instructions, 3) product / material cut sheets, 4) system diagrams, as applicable 5) red-lined as-built drawings, 6) progress photos showing all phases of the work numbered sequentially, 7) product warranties, and 8) a one (1) year Contractor-issued standard commercial warranty on all workmanship. Provide onsite demonstration and training to NPS operators and staff on the proper, safe operation of all new systems and components.

Site Visit: A site visit is strongly encouraged so that prospective contractors can see the current condition of the equipment and project site.

A pre-proposal site visit will be held on Tuesday, August 4, 2020 at 9:00 am. Attendees to meet in the parking lot next to the maintenance building (to the right as you enter the park from Kamehameha Hwy).
