About this file
This is a Performance Work Statement (PWS) for laundry and linen services at the Orlando VA Fisher House in Lake Nona, Florida. The Environmental Management Service at the Orlando VA Healthcare System seeks third-party contractor services to provide full-cycle linen processing including collection, sorting, washing, drying, stain removal, finishing, folding, packaging, labeling, and delivery of hospitality-grade linens. Services must be performed separately from VA patient care linens and in accordance with standards established by the National Association of Institutional Linen Management, International Fabricare Institute, and Textile Rental Services Association. The contractor is responsible for all labor, materials, equipment, transportation, supervision, and necessary supplies. Typical linen items include flat sheets, fitted sheets, pillowcases, blankets, comforters, duvet covers, mattress pads, towels, washcloths, kitchen towels, and shower curtains, not to exceed 600 pounds per week with two scheduled pickups and deliveries per week (Monday and Thursday), with emergency service available within 24 hours.
Performance standards require 95-100% compliance across key metrics including on-time delivery, zero commingling of linens, processing quality (clean, odor-free, residue-free), sealed and labeled packaging, and accurate damage reporting. Quality assurance surveillance includes acceptance inspections, random sampling, documentation reviews, and quarterly facility site visits, with corrective action requests issued for deficiencies and reprocessing performed at no cost for quality failures. The contractor must provide a contingency plan with backup facility details and 24-hour response capability, a phase-out plan for contract expiration (not exceeding 90 days), monthly reporting of pounds processed and damaged linens, and invoices detailing services rendered. The typical contract structure includes one base year plus four one-year option periods, though this remains customizable for the government.
