SITKA NATIONAL HISTORIC PARK

REPLACE FIRE ALARM CONTROL PANELS IN HISTORIC STRUCTURES

SITKA, ALASKA

4/29/2021

Background

The purpose of this award is to replace the fire alarm control panels (FACP’s) in three Historic Structures located in Sitka National Historic Park (SITK).

Objectives

The Contractor shall furnish the necessary personnel, material, equipment, and services (except as otherwise specified), to replace the FACP’s in three Historic Structures located in Sitka, Alaska. The facilities are situated in close proximity to one another within the town of Sitka. The facilities include the Sitka Visitor Center, the Priest Quarters Building, and the Old School Building.

This project will include design, installation, programming, testing, and certification of the new FACP’s. The new FACP’s will at a minimum meet the requirements of NFPA 13 fire alarm systems. Due to the Historical Significance of the Buildings, coordination with NPS personnel will be necessary for the product selection and installation. The proposed FACP footprints shall be similar or smaller in dimension to the existing panels in the Priest Quarters Building and the Old School Building. It is the preference of the Park that the FACP footprint in the Visitor Center also be similar or smaller in dimension. Proposed FACP’s shall require approval from the Park prior to installation.

During the performance of the work, the contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. The facilities may be occupied by employees, and coordination will be necessary to complete the work. The park will require a 48 hour notice to the primary POC prior to any on-site activities.

The Park will provide personnel to ensure work areas are clear of personal artifacts.

Work shall be performed during regular Park hours, from 7:00 a.m. to 5:00 p.m. Work performed outside of those hours to be scheduled with National Park Service personnel and shall require a 24-hour notice.

This Scope of Services applies to one site visit for the purpose of site inspection, and one trip for the purpose of completing the site work associated with this award, and to complete system testing and certification.

Basic utilities such as water, and electrical services will be available at no charge to the selected contractor. It is the responsibility of the contractor to verify that all the information provided is accurate.

All work is to be completed in accordance with the Scope, Specifications, and award.

Documents, as well as all applicable Codes and Standards. Contractor shall, without additional expense to the Government, be responsible for obtaining necessary licenses and permits, and for complying with any and all applicable federal, state, and borough laws, codes, and regulations pertaining to the performance of the service that is to be rendered.

The Contractor shall take proper safety and health precautions to protect workers, the public, and property. The Contractor shall provide the Government all requested reports, and supporting material developed during the performance of the work. The Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. The Contractor shall ensure protection during work, and restoration (if damaged), of building finishes, tenant property, furnishings, etc.

Description of Tasks:

1) Priest Quarters Building.

a) Remove existing fire alarm control panel.

b) Furnish and Install new fire alarm control panel.

c) Program new panel and tie into existing system.

2) Old School Building.

c) Program new panel and tie into existing system.

3) Visitor Center.

d) Program new panel and tie into existing system.

4) Upon completion of work, contractor shall test all systems and alarms to ensure proper function and shall provide commissioning service to ensure all facets of the newly installed panels are operational.

5) Provide current inspection certificates for the newly installed fire alarm control panels.

6) The proposed panel footprints shall be similar or smaller in dimension in the Priest Quarters Building, and the Old School Building. It is the preference of the Park that the panel footprint in the Visitor Center also be similar or smaller in dimension.

Proposed panels shall require approval from the Park prior to installation.

7) The proposed panels shall be compatible with and support all existing devices.

8) Provide one bound hard copy of the fire alarm control panel O & M Manual, and provide system operations briefing to maintenance personnel.

List of Equipment

The Contractor shall furnish all labor, management, supplies, equipment and material, and perform all tasks necessary for performance of the work.

Government Furnished Materials

Contractor to furnish all materials and labor.

Hazardous Materials

No hazardous materials have been identified for this project.

Re-performance of Service

When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract requirements at no additional cost to the government.

Non-Payment for Additional Work

Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.

Period of Performance

The anticipated period of performance for the resultant contract is from August 2 (estimated) through November 2, 2021. Testing and certification of the system shall occur prior to the end of the period of performance and in coordination with Park Service personnel.

Provide one-year warranty from date of substantial completion.

Submit the original invoice to the Invoice Processing Platform (IPP), https://www.ipp.gov/ and a copy, via email, to the COR.

Monthly Progress payments shall be made on this Contract on estimates of work accomplished which meets the standards of quality established under the contract.

Partial Payment will not be authorized for this contract.

Contracting Officer’s Authority:

The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:

(1) Direct or negotiate any changes in the Statement of Work or specifications;

(2) Modify or extend the period of performance;

(3) Change the delivery schedule; or

(4) Otherwise change any terms and conditions of this contract.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
