PERFORMANCE WORK STATEMENT (PWS)
Removal of De-icer fluid and tank cleaning
7/29/2024
Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide the removal, transportation and disposal of approximately 87,000 gallons of contaminated deicing fluid. Thereafter the contractor will clean the source tank and source an API certified inspector to complete a best practice API 653 structural analysis of tank. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. All contractors performing work on base require our Hazardous waste contractor training course offered on Mondays on base from 1000-1130 and the Environmental Management System course offered online as a 10-15 minute CBT. All POL and hazardous material leaks/spills must be reported to 911. Eielson Fire Dispatch will call the spill line (377-7745). Eielson Environmental will conduct all communication with the Alaska Department of Environmental Conservation and/or US Environmental Protection Agency and others, if required. Discovery of historical contamination must also be reported by calling the spill line.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the removal, transportation and disposal of approximately 87,000 gallons of contaminated deicing fluid. Thereafter the contractor will clean the source tank and source an API certified inspector to complete a best practice API 653 structural analysis of tank as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background:
1.3 Scope: The contractor is to remove, transport and dispose of contaminated deicing fluid as well as clean and source a API certified inspector to perform a best practice API 653 structural analysis of the tank. Services include Removal of contaminated deicing fluid. Transportation of product to disposal site. Disposing of all deicing fluid removed. Cleaning of the contaminated source tank. Sourcing an API certified inspector to perform a best practice API 653 structural analysis of the tank and provide results to government as a deliverable. The contractor shall accomplish the complete removal, transportation and disposal of all product held in the tank. The contractor shall also clean the source tank and procure a certified API inspector to perform a best practice API 653 structural analysis of the tank and provide results to government as a mandatory deliverable.
1.4 Period of Performance:
The period of performance shall be for an end result of de-icing fluid removed and the tank cleaned and inspected.
End result shall be accomplished within a 12-months period to include a 6-month extension clause (52.217-8 Option to Extend Services)
Non-reoccurring Service
1.5 General Information
1.5.2 Quality Assurance:
1.5.5 Place of Performance: The work to be performed under this contract will be performed on Eielson AFB at the E-6 bulk fuel compound on deicing tank 6251.
1.5.6 Security Requirements: Contractor personnel performing work under this contract must have the ability to gain access to base with an escort at time of the proposal submission, and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254.
1.5.6.3 PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. The contractor will be escorted while operating in the E-6 Bulk Fuels area.
1.5.8 Special Qualifications: The Contractor will perform an API 653 inspection for the last phase of the contract.
The inspection must be performed by an API 653 certified tank inspector. Tank inspector’s qualifications shall be submitted no later than 30 days after award.
1.5.10 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract:
perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.5.11 Key Personnel: The Contractor is required to provide timely and appropriate responses to inquiries from the Contracting Officer and LRS project manager.
1.5.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
PART 2
SPECIFIC TASKS
2. Specific Tasks:
2.1. BASIC SERVICES.
2.1.1 The contractor shall provide services for the removal, transportation and disposal of approximately 87,000 gallons of contaminated deicing fluid. Thereafter the contractor will clean the source tank and source an API certified inspector to complete a best practice API 653 structural analysis of tank.
2.2. REMOVAL OF ALL CONTAMINATED DEICING FLUID.
2.2.1. The contractor shall provide all personnel and equipment necessary to remove all contaminated deicing product from Tank #1 Bldg #6262. The approximate amount of product is 87,000 gallons.
2.3. TRANSPORTATION OF REMOVED PRODUCT.
2.3.1. The contractor shall provide all personnel and equipment needed to transport the removed product to the disposal area.
2.4. DISPOSAL OF THE CONTAMINATED DEICING FLUID.
2.4.1. The contractor shall dispose of contaminated product IAW Local, State and Federal laws.
2.5. CLEANING THE CONTAMINATED DEICING TANK.
2.5.1. The contractor shall provide all personnel and equipment to perform a full tank cleaning of Tank #1 Bldg #6262. The required cleaning shall follow API Standard 2015, Requirements for Safe Entry and Cleaning of Petroleum Storage Tanks (2018). The contractor is responsible for transportation and disposal of rinse water/residue from cleaning the tank.
2.6. STRUCTURAL CERTIFICATION OF TANK #1
2.6.1. The contractor shall source a certified API inspector to conduct a best practice API 653 inspection on Tank #1. The generated structural integrity report will be considered a mandatory deliverable to the government.
PART 3
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. Services: The Government will provide escort service for all contractors.
3.2. Services: The Government will provide training on the use of off-loading pumps.
3.3. Facilities: The Government will allow the use of all off-loading pumps connected to Tank # 1 for the purpose of pushing product to contractor provided tanks.
3.4. Utilities: The Government will allow the use of all utilities in the facility for the contractor’s use in performance of tasks outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under Section 2 of this PWS.

5.1. The Contractor shall comply with all Local, State and Federal environmental policies during the execution of this contract.
