Performance Work Statement for

Air Force Enlisted Leadership Conferences

Venue Support

18 June 2026

1.0 BACKGROUND:

1.1 The purpose of the Department of the Air Force, Air Force Enlisted Leadership Conference (ELC) and is to gather enlisted subject matter experts from around the globe for information dissemination, policy review, and collaboration. Consolidated conferences allow for cross-coordination of information to all levels that support/implement outcomes from the conferences.

USAF and each COCOM, MAJCOM, Field Unit, NAF, DRU, FOA, and large Wing, not subordinate to a NAF, will send representatives (smaller group for DAs). Additionally, MTI/MTL, DAF Recruiters, USAF Honor Guard, First Sergeant Special Duty Manager, USAF First Sergeant Academy (FSA) Commandant, two FSA instructors, NCOA Commandants and select FTAC facilitators. These representatives will bring back to their commands information on emerging programs and updated policy concerning the Airmen and families of their respective organization. Members of like organizations will gather to benchmark programs and better support their missions. Further, total force education and collaboration for the First Sergeants is especially critical in the current and future Air and Space Forces climate as our First Sergeants help leadership and Airmen through unprecedented change and evolution in our Air and Space Forces. The all-inclusive approach of Active Duty military, Air Force Reserve, Air National Guard, retired military, officer, enlisted, civilian and industry, make this a forum of significant value. Additionally, this event stimulates vital mission crosstalk, critical lessons learned discussions, and offers access to senior leaders and their strategic vision.

1.2 The 2026 Air Force Enlisted Leadership Conferences (ELC) are collocated with the AFSA SUMMIT and Professional Education and Development Symposium. AFSA is an approved a co-sponsor and members are able to attend AFSA public events (Air and Space Forces Senior Leaders and awards dinners) without paying any dues or fees. The conferences are requested to be held at the Hilton, Orlando, Floridia. The venue is selected due to the co-sponsor (AFSA) having a long-term contract for annual conferences at a discounted rate. The collocation of the USSF Conference and the Air Force ELC conferences with AFSA in the same venue allows not only for cross-functional collaboration, but professional development by attending Major Command/Field Unit Commander, Secretary of the Air Force, Senior Enlisted Advisor to the Chairman (SEAC), Chief Master Sergeant of the Air and Space Forces senior leader perspectives/briefs in the same venue as the USSF Conference and the Air Force Enlisted Leadership Conferences.
